Election Management Specialist

Since 2002 IFES has provided technical and commodity assistance to support the strengthening of Pakistan’s democratic institutions. This included assisting the Election Commission of Pakistan (ECP) in poll worker training, building capacity of legislators to perform civic functions, polling voters to assess opinions of elections, partnering with national non-governmental organizations to educate rural women about voting procedures, and increasing stakeholder knowledge of the electoral dispute resolution process. Under the current Support for Electoral Reform in Pakistan (SERP) project, funded through 2016, IFES continues to build upon its work with the ECP and assist in these and other election technical support areas.
Duties and Responsibilities:
Provide general in-depth advice based on personal experience, best international practice, and research on election technical issue as needed, including (but not limited to): electoral system design; polling, counting and voter registration procedures; voter education; voter participation including provisions for women and marginalized populations; electoral dispute resolution; political finance; electoral integrity; anti-fraud; election technology; voting by mail; out-of-country voting; and constituency boundary delimitation. In addition:
• Prepare concept and research papers, reports and briefings on election related topics, as required;
• Guide external stakeholders, including staff of election management body and civil society, as well as internal colleagues on international standards and best practices on electoral issues;
• Manage a varied portfolio of projects related to Voter Education/Civic Education, Persons-with-Disabilities and Political Finance;
• Supervise and mentor Project Officers and Associates;
• Participate in the development of work plans;
• Provide written input to periodic operational and programmatic reports.
• Other duties as assigned.
Requirements:
• Minimum five years of experience in electoral and project management, with proven experience completing benchmarks and overall program goals in environments with changing political and stakeholder needs.
• Broad knowledge of election administration and operations, and experience working with election management bodies in an advisory capacity.
• Solid experience in the field of democracy, governance or civil society program implementation in developing countries, post-conflict, and/or conflict zones;
• Experience in developing/managing voter education programs, grants and projects aimed at the inclusion of m groups.
• Master’s degree preferable and/or significant years of experience.
• Demonstrated results in process and project management, customer focus, strategic thinking, and establishing mechanisms/processes.
• Demonstrated experience in monitoring and evaluation.
• Ability to detect problems and produce acceptable solutions.
• Excellent interpersonal and mentoring skills.
• Fluency in English (oral and written) required.
• Proficiency in concise writing and presentation required.
