Job Description

Engineer/ Cost Estimator/ Preparation of Preliminary Designs and Detailed Technical Documentation and Specifications, and for Construction Supervision for the Headquarters of the Supreme Court, Islamic Republic of Afghanistan

The project will be implemented in three phases. After approval of the submissions from Phase 1, the design firm will proceed with the services for Phase 2, as outlined below, only when sufficient budget funds are available to complete phases 2 and 3. All documentation is to be provided in electronic format, using Microsoft Word for text and AutoCAD for architectural drawings and 3D simulations; and in four (4) hard copies certified by the Consultant in English and translated into Dari.

Phase 1 Assessment and Preliminary Design

The consultant will provide

  1. A site survey and report for the proposed site (levels and boundaries), status of ownership, and the practicality and suitability for construction of the facility., including any environmental issues.
  2. Preliminary design for the facility, developed in close consultation with the user after analysis of the user's functional requirements, with reviews at the 35% completion, 50% completion, and 75% completion stages; the preliminary designs must include

a. Soil survey

  • b. Site plan with levels and boundaries and proposed landscaping
  • c. Floor plans
  • d. Two facility cross sections
  • e. Four facility elevations
  • f. Technical description
  • g. A preliminary estimated cost for the building (in USD)

Phase 2 Detailed Technical Documentation and Specifications

The consultant will

  1. Provide complete and comprehensive technical documentation and specifications and detailed cost estimates for construction of the buildings including:
    1. Detailed Architectural and Structural Technical Documentation and Specifications and a complete set of working drawings that must include at a minimum the following:
  • i. Geo-mechanical survey of the building site and elaboration
  • ii. Site plan (existing and new), scale 1:500
  • iii. All floor and roof plans, scale 1:50
  • iv. Cross and longitudinal sections (a minimum of three), scale 1:50
  • v. Elevations for each façade of the Buildings, scale 1: 50
  • vi. Structural plan of foundations; scale 1: 50
  • vii. Structural plan of all floors and roof; scale 1: 50
  • viii. Reinforcement and formwork plans; scale 1:20
  • ix. All necessary details (architectural and structural) scales 1:20, 1:10, 1:5
  • x. Landscaping and perimeter construction plans, scale 1:100
  • xi. Detailed Technical Descriptions of all works that includes specification of the proper international standards for all materials and execution methods for all works, detailed material descriptions and specifications.
  • xii. Detailed Bill of Quantities and Cost Estimates specifying each item of work, materials, quality, unit of measurement, and quantities. The Bills of Quantity should also include estimated costs (in USD) for all items of work according to current typical market unit prices and therefore an estimated total cost of the each of the buildings.
    1. Detailed Structural - Stress Calculation (static and dynamic), including all necessary details and testing required, dimensioning of all elements according to international standards, and with all necessary sketches and drawings.
    2. Detailed Water and Sewerage (water, sewerage, drainage, site drainage) Technical Documentation and Specifications (including technical descriptions, bills of quantity, and drawings including: site plan, floor plans, roof plans, sections, construction details, perimeter construction, and landscaping) including connections to general water sewage utilities and site resources such as water wells, water pumping equipment, water pressure tank equipment, and septic tank design.
    3. Detailed Electrical (power, lightening, illumination plan, internet, and LAN) Technical Documentation and Specifications (including technical descriptions, bills of quantity, and drawings including: site plan, floor plans, roof plans, and details) where in additional to the specifications for connection to general power supplies and utilities, a back-up diesel powered generator with the capacity to power all essential services of the buildings should be included.
    4. Detailed Mechanical (building heating systems, solar hot water as applicable, and potentially cooling systems only when specifically authorized by the user, technical documentation and specifications (including Technical Descriptions, Bills of Quantity, and Drawings including: site plan, floor plans, roof plans, and details).
  1. Assist in the preparation of the tender documentation for construction, by
    1. Providing at the appropriate time the necessary documentation required, including: all Bill of Quantities for items as described above with estimated current unit prices, a selection of architectural drawings and cross sections and technical descriptions and any other relevant documents requested by the user.
    1. Preparation of complete Tender Dossier for Rehabilitation/Construction Works. The bidding documents should be based on Bank's SBDs and the Bank's Guideline for procurement of Goods and Works.
    2. Consultant is not required to carry out tender scheduling such as issuing BD document, Bid Opening, Evaluation of Bids or award of contract. It is to be noted that during bidding period, Consultant's input is generally not required except clarification of technical issues requested by prospective bidders if any.
  1. At the appropriate time, assist the user by
    1. Providing all necessary documents and assistance for the user to make applications and secure all required permits and approvals including urban planning permission and building construction permission and others as required by the relevant laws and regulations of the Islamic Republic of Afghanistan.
    2. Making all necessary corrections, changes, and variations to the Technical Documentation and Specifications as required by the user, the supervisor and the companies contracted to execute the building works for each of the buildings.
    3. Creating "as-built" Technical Documentation and Specifications upon completion of each building and technical inspection and reception.
    4. Participating in the technical commission which will be established for the technical reception of the construction works and hand-over of completed buildings to the user.

All documentation is to be provided in electronic format, using Microsoft Word for text and AutoCAD for architectural drawings and 3D simulations; and in four (4) hard copies certified by the Consultant in English and Dari.

Phase 3 Construction Supervision

During the construction phase (i.e., from the issuance of Notice to Commence to the Construction Contractor until the final technical inspection and issuance of the takeover certificate), the designer will provide construction supervision services as described below;

  1. Daily supervision of the execution of the building construction work and its compliance with the building permit and all detailed technical documentation and specifications from inception (i.e. handover of site to contractor) to the completion of works and technical handover.
  2. Control of site work log books and schedule of works by the contractor, as well as control and inspection of observance of regulations, standards, and technical norms
  3. Control and verification of quantities and quality of all materials, supplies and equipment to be used for the rehabilitation/construction of the buildings according to the technical documentation and specifications.
  4. Issuing daily instructions (and more frequently as necessary) to the contractor and providing details on technical, technological, and organizational solutions for execution of the works, and resolution of any other issues that may arise during execution of the works
  5. Updating and execution of all approved modifications, variations and supplements to the technical documentation and specifications.
  6. Preparing weekly progress reports in English and Dari languages to the government reporting on the progress of works against the works schedule (dynamic plan), delays and any other issues relevant to the rehabilitation/construction of the buildings by the contractor according to the contracted technical documentation and specifications. Reports must include photographs taken by digital camera and sent in electronic format followed by signed originals.
  7. Reviewing claims for progress payments by the contractors and submission of recommendations for payments to the Government regarding these claims according the schedule of payments prescribed by the construction works contracts.
  8. Preparing documents for the technical inspection and handover of the buildings to the project beneficiaries.
  9. Executing a review of any claims made by the building works contractors for variations to quantities, materials, works schedule and date for completion and making recommendations to the Government on any such claims.

Expert Qualifications:

Electrical Engineer

At least a BS degree in Electrical engineering or any other relevant area;

Ten (10) years of experience at electrical design, preparation and/or implementation of large construction projects
