Background

The United Nations Office for Project Services (UNOPS) Sudan Operations Center (SDOC) is engaged in

the implementation of physical infrastructure projects in Sudan, under various donor and the Government

works programs.

The SDOC is engaged by the Department for International Development (DFID), United Kingdom of Great

Britain and Northern Ireland for the implementation of various water resources development projects in

Darfur, including drought mitigation engineering works in rural areas and improvements to urban water

supply schemes of major towns. The SDOC is responsible for the design, tendering, construction

supervision and contract administration of these works. The works are implemented in a partnership with

the State Government Authorities. UNOPS is soliciting applications from suitably qualified Electrical or

Mechanical Engineers with work experience in the design and installation of electro mechanical

components in urban water supply systems, to provide specialized technical input to the project

implementation tasks.

Responsibilities

The Electro Mechanical Engineer will be responsible for all the tasks associated with the investigation,

design, installations, commissioning and testing of the electro mechanical equipments and systems in

urban water supply improvement project in Darfur. The specific tasks will include:

  • · Collect design and operational data of the existing electro mechanical equipments / systems and

review their operational performances, and make recommendations for the operational efficiency

improvements.

  • · Prepare designs and specifications, as well as cost estimates for all remedial actions

recommended for the operational efficiency improvements, and submit reports seeking approval to

proceed.

  • · Preparation of the technical specifications and bill of quantities are to be incorporated to the tender

documents of the electromechanical equipments to be procured under the projects.

  • · Carry out electromechanical equipments / systems installation designs, installation plans and

supervise the drafting of the design drawings.

  • · Take part in the bid evaluation process in the contractor selections for the electromechanical supply

and installation services.

  • · Verifications of imported electro mechanical equipment at projects site for specification compliance

prior to installations.

  • · Supervision of installation of the electro mechanical equipments / systems ensuring the works are

carried out as per the design specifications and contracts administrations of installation works.

  • · Checking and certifying of contractor?s progress payment claims in respect of electro mechanical

items.

  • · Project implementation coordination with the Government and other project stakeholders.
  • · Testing and commissioning of electro mechanical equipment / systems on completion of

installations, and the preparation of the commissioning and client?s hand-over reports.

  • · Prepare works progress reports and contract close-out reports.
  • · Training of the water corporation staff on operation and maintenance tasks, and records keeping.
  • · Review the electromechanical assets / systems operational performances produce reports and

follow up on any warranty maintenance as required.

  • · Prepare „as constructed? documentations, operational and maintenance plans for all

electromechanical equipments / systems installed under the project, and issue to the client on

project completion.

  • · Reconciliation of imported electro mechanical equipments on completion of project as directed by

Project Manager.

Competencies

  • · Ability to travel and work in remote areas of Sudan with limited facilities and difficult working

conditions.

  • · Well organized, ability to work in a team to achieve the team goals.

Education/Experience/Language

  • · Master?s Degree in the relevant field of engineering “Additional years of work experience with a

bachelor?s degree in electrical or mechanical engineering, combined with similar scope of

assignment may substitute for the requirement for a master?s degree”.

  • · Minimum of 7 years of electromechanical experience including at least 3 years of experience in

design and implementation of electromechanical equipments of urban water supply schemes.

  • · Knowledge of UNOPS/UN regulations, rules, policies, procedures and practices is highly desirable.
  • · Experience in developing/post-conflict countries is an advantage.
  • · Working knowledge of Microsoft Office programs.
  • · Must be fluent in English, written and oral.
