The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS, working in 17 countries and at over 5,000 sites around the world to prevent the transmission of HIV to children, and to help those already infected. Today, because of the highly successful work of the Foundation and its partners, pediatric AIDS has been virtually eliminated in the United States. With a growing global staff of nearly 1,300—nine of 10 who work in the field—the Foundation’s global mission is to implement prevention, care, and treatment; further advance innovative research; and to execute strategic and targeted global advocacy activities to bring dramatic change to the lives of millions of women, children, and families worldwide.

Essential Duties and Responsibilities

· Lead, manage, and direct an effective, efficient team in the areas program monitoring and evaluation, operational research, and strategic communication
· Maximize linkages between M&E, research and communication activities.
· Ensure the availability and use of information to improve the quality of the program.
· Ensure that objectives and activities of the department are aligned with overall program priorities and strategies
· Oversee all aspects related to EGPAF’s image, advocacy and communication activities with the MOH, donors, stakeholders, and community
- Collaborate in the development of proposals, monitoring and evaluation plans and new business development activities.
- Responsible for the preparation and writing of programmatic reports for donors, partners, and the MOH.
Management
· Provide overall coordination and planning for the monitoring, evaluation, research, communication and advocacy, activities including development of work plans, and department budgets
· Supervise an effective and efficient team composed of a Public Health Evaluation Coordinator, Technical Advisor for Monitoring and Evaluation and Communication Officer
· Collaborate in the development of funding applications, and development of reports for partners and donors;
· Define and ensure mechanisms and format for reports and other relevant documentation
· Ensure the preparation of program reports
· Oversee capacity building of EGPAF staff and MOH staff in the areas of monitoring and evaluation, research, communication, documentation, information and image;
· Key member of EGPAF’s senior management team, and represents the SIC department in external, and internal meetings.
· Respond to ad hoc requests related to strategic information from donors, and external partners.
· Liaise with donors, headquarters, partners, and the MOH on strategic information issues

Monitoring and Evaluation
· Ensure the production, analysis, and dissemination of data to improve program performance, to inform decision making, and to implement communication and advocacy activities
· Ensure timely submission of quantitative reports to donors and partners
· Ensure EGPAF is represented, and attend meetings on M&E with donors, MOH, headquarters, and other stakeholders
· Supervise and guide the technical support to EGPAF provincial offices

Research
· Facilitate the planning and design of evaluations in the scope of the impact of EGPAF’s program
· Support the review and approval of research protocols, and program evaluations
· Provide technical assistance on the development of protocols, when needed
· Supervise and guide the support given to EGPAF provincial research programs

Communication and Advocacy
· Collaborate with the communication team, and design and evaluate EGPAF’s image before different stakeholders;
· Support the development of communication strategies in line with EGPAF’s objectives and priorities
· Ensure the dissemination of key messages about the Foundation in order to promote EGPAF’s image and visibility
· Create and ensure strong relationships with national and international press
· Supervise and guide the support given to EGPAF provincial communication and advocacy programs
· Contribute to, and ensure the management of EGPAF’s website;
· Identify opportunities to attend to events, and external campaigns, and plan the implementation of EGPAF events with partners;
· Plan and coordinate the effective management of EGPAF’s server and electronic information;
· Plan and coordinate the production of institutional and promotional materials;
· Ensure the documentation and dissemination of lessons learned;
Additional Qualifications: Required Qualifications
•Fluent in spoken and written Portuguese and English;
•Master´s Degree (MPH, MS or related field)
•Minimum five years of past experience in the health sector, especially on HIV/AIDS.
•Expertise in the field of communication, marketing and public relations;

Knowledge, Skills and Abilities

•Excellent leadership, team management, communication, and planning skills
•Past experience in monitoring and evaluation, communication, planning and strategic guidance;
•Past experience with program research and evaluation is an advantage;
•Past experience in donor relations, strong knowledge of US government policies ad advantage;
• Strong knowledge of communication, marketing and public relations;
