Job Description

Context

The HROD Unit provides the organization with both strategic and day-to-day HROD support. The ability of the HROD team to perform and to act as role models of integrity and stability is key to its reputation and success within the organization. They operate in compliance with organizational rules and regulations and actively contribute to the overall smooth running of the Executive Division, working in a collaborative manner with other team members and ensuring timely and accurate provision of expert information to the organization.

The success of International IDEA is dependent on a capable and highly qualified workforce that is multi-skilled, diverse, mobile, and able to work across disciplines. The Employee Experience Officer supports strategic HROD through the promotion of EVP (Employee Value Proposition) by ensuring impactful employee life cycle services for the staff member journey, end-to-end. Acting as an HROD Business Partner they collaborate with managers and staff members, establishing rapport, trust, confidence, and credibility, promoting, and communicating core values and supporting employee engagement.

The Employee Experience Officer contributes to strategic HROD solutions, specifically through the review of a range of HROD processes and applying HROD principles, to establish requirements and develop effective solutions through revised policies, procedures, and reporting, to enable effective work processes. The role also supports the communication of HROD processes that support and guide people management and decision making, to assist a high-performance, sustainable organization that meets its strategic and operational goals and objectives.


Duties and Responsibilities

  • Contributes to the design of the Employee Experience framework by defining new or enhancing current policies, procedures, tools, and processes, supporting system design, prioritizing enhancements, and initiating improvements; Sources, develops and/or modifies complementary practical tools to policies and procedures (in-house e-learning, guidelines, templates etc.);
  • Guides staff members and managers through the operational milestones of the employee life cycle from onboarding to separation, ensuring compliance with organizational policy and procedures and building trust and encouraging long-term workplace knowledge, fulfilment, and engagement; Promotes International IDEA as an employer of choice;
  • Manages an effective onboarding and orientation of new and transferring staff members to the organization; Promotes the significance of International IDEA’s Core Values; Ensures HROD policies and procedures are communicated and understood; Responsible for the oversight of compliance trainings, including the review and update of course content; Follows-up on the onboarding and probationary process, with both manager and staff member;
  • Responsible for identifying and responding to staff learning and development needs; Conducts L&D needs analysis to determine appropriate performance support, training and development strategies and solutions, within budget;
  • Prepares within scope of responsibility, timely HROD metrics and quarterly reports that contribute to the decision-making of the organization; Through data analysis proposes and implements the development and (re)design of systems, policies, and procedures;
  • Manages, develops, sets tasks and evaluates the Human Resources Assistant, supporting the employee experience hub;
  • Conducts research and prepares briefing notes on processes, policies, and procedures within scope of responsibility, managing their design, development and/or modification identifying opportunity for streamlining and automating processes to provide efficient and transparent HROD work processes; Ensures such updates are communicated across the global organization, providing an effective and dedicated HROD advisory service to staff members;
  • Manages the process of contract extensions; Ensures correct classification of posts including relevant competencies and skills through periodic review of job descriptions; Ensures roles and individual skills align and are harmonized with operational goals and objectives; Oversees the update of employee personnel records in the ERP system;
  • Manages employee offboarding to ensure full and final settlement of staff members upon separation from the organization, including the required paperwork, formalities, and associated reports; Analyzes trends for feedback or improvement, particularly in areas related to employee engagement;
  • Promotes employee relations and a healthy workplace environment, through effective staff support through Employee Experience topics; Provides advice on interpretation and application of HROD policies and procedures and staff regulations and rules;
  • Actively participates in specialized human resources projects and implements employee engagement initiatives; Supports internal communication activities and messaging on HROD initiatives and events.

  • Combines human resource management experience with in-depth knowledge of human resources policies, procedures and practices acquired through academic achievements and relevant experience in their field, with the ability to apply them in an organizational setting;

  • Is expected to travel globally to any geographical area involved in their projects;

Education and Experience

  • University degree in human resources management, business management, public administration, law, or related subject; Professional development certification in talent management, learning and development, coaching, facilitation, or related discipline, considered an asset;
  • A minimum of five (5) years of progressively responsible professional experience in human resources, with a focus on onboarding, learning and development, staff contract management and employee relations;
  • Experience in the design and development of HROD policy, procedure, and tools is essential;
  • Experience in applying human resources policies, practices, or processes, as well as experience in personnel administration and operations is essential,
  • Good knowledge of ERP systems, data analysis and reporting are essential;
  • Experience of working in an international context, ideally in governmental, intergovernmental and/or non-governmental organizations is highly desirable.
  • Fluency in English is essential; Knowledge of at least one other widely spoken language in an International IDEA priority region (Arabic, French, Spanish) would be an asset.

  • Two (2) year fixed term appointment
  • Remuneration - EUR 4 723 NET per month + benefits
