The candidate should meet the following criteria:
Qualifications and skills -
University degree in energy economics, energy engineering or similar profile.
- Good command of English language in a professional environment.
- Ability to work in a multicultural environment.
- Knowledge of Russian language will be an asset.
General professional experience
- A minimum of (10) ten years professional experience in the energy sector.
- At least (3) three years’ experience in assignments related to legislative and institutional development of sustainable energy, as well as policy implementing measures.
- At least (2) two years’ experience in demand-side management and/or energy efficiency. This experience may have been combined with the assignments mentioned in the requirement above.
Specific professional experience
- Proven experience in the preparation of techni cal specifications for the implementation of energy efficiency projects.
- Minimum (2) two years’ experience in the implementation of technical assistance/international cooperation projects in the area of energy efficiency and/or sustainable energy policy. Experience acquired in the implementation of such projects in the area formerly covered by the TACIS Programme will be an asset.
The minimum percentage of time which the expert should work in the beneficiary country is at least 90%. The intended commencement date is 15 March 2013 and the period of implementation of the contract will be 36 months from this date. The minimum percentage of time which this expert should work in the beneficiary countries is at least 90%.
