Detailed Description

McKinsey is looking for energy experts for an anticipated programme with the Government of Ethiopia to build an Ethiopian Investment Advisory Facility. The broad objective of the programme is to improve the effectiveness of public investment in Ethiopia around four key areas: energy, urban development, trade logistics, and cross-cutting issues. Within each of these pillars, the common focus will be improving the effectiveness of public investment decisions and implementation, and removing impediments to structural transformation of the Ethiopian economy. The programme is anticipated to run for five years.

Role description:

The energy experts will be responsible for the delivery, management, and quality assurance of technical assistance related to the Government of Ethiopia’s energy investment decisions, as well as joining a team responsible for developing good relationships with Government of Ethiopia counterparts in energy. The experts will report directly to the Team Leader in the Programme Management Unit. The positions are based in Ethiopia.

Responsibilities:

  • Guide specific areas of the programme based on expertise (e.g., energy, governance, investment, etc.)
  • Design, manage, and deliver technical assistance related to those specific areas
  • Lead knowledge management and communications within their areas of specialisation
  • Ensure an effective monitoring and evaluation system for within their areas of specialisation with a strong learning component

Desired Skills

  • University degree in social sciences, politics, engineering, development studies, energy, environmental management and conservation or other relevant field
  • Minimum 10 years’ relevant experience in energy-related programmes in Ethiopia, Eastern Africa, or other developing countries
  • Deep expertise/specialisation in one of the following topics: implementing technical assistance programmes for investment decisions, governance, finance, and infrastructure
  • Clear understanding of tools and methods required for assessing investment needs and identifying bottlenecks to economic growth, quality assurance, planning, implementation, and M&E for large scale interventions
  • Clear understanding of gender and vulnerable population issues related to energy investment in Ethiopia
  • Demonstrated experience undertaking high-risk projects considered environmentally and socially sensitive
