Objective and Purpose of the Assignment
The F-TRTA is assisting the government through capacity support and in preparation of multiple energy investment projects and energy policy-based loans that are aligned with the current objectives of the Government of Pakistan as well as with ADB’s Country Partnership Strategy for Pakistan. The preparation of these projects will draw upon the lessons and recommendations confirmed by recently concluded Sector Assistance Program Evaluation for Pakistan’s energy sector. This includes ADB’s continued support in
(i) developing competitive energy market,
(ii) promoting sovereign investments to lower cost of base-load generation, and
(iii) financing energy supply chain reinforcements and sector reforms.
These projects will improve the quality of energy supply; improve efficiency in the transmission and distribution networks; and help build a sustainable, reliable, and viable energy sector in Pakistan.
Scope of Work
Provide support to the Pakistan Government Energy Task Force, Ministry of Energy (Power and Petroleum Divisions) and the Energy Wing of the Planning Commission of Pakistan through contributing local insight and knowledge of the financial aspects of energy sector in Pakistan for the preparation of the action plans and the report; with a particular focus on circular debt and its reduction measures. Also undertake need analysis and identification of damage in energy sector in flooded areas across the country and assist in preparation of post-flood recovery plan.
Detailed Tasks and/or Expected Output
(i) Support the government agencies by contributing local insight and knowledge of the financial aspects of energy sector in Pakistan for the preparation of the action plan and the report; with a particular focus on circular debt and its reduction measures;
(ii) Collect and collate information and analysis about financial challenges faced by Pakistan energy sector through establishing contact with all local stakeholders including Government agencies, power companies, and the private sector including, and as needed, review of most current audited and/or unaudited financial statements of energy sector entities to assess
(iii) Identify all risks to revenues and costs and conduct relevant sensitivity analysis;
(iv) Analyze the economic subsidies involved in the current tariff structure and the extent of cross- subsidization between major consumer groups and regions; and review the appropriateness of the existing lifeline tariff block;
(v) Update existing estimates of costs of unserved energy due to unreliability of the system; and develop several scenarios for the load growth forecast;
(vi) Prepare and consolidate the policy reforms and its analysis for Energy Sector Reforms and Financial Sustainability Program
(vii) Undertake writing of specific parts and chapters of the Integrated Energy Model and the report for National Electricity Plan 2021-2025;
(viii) Provide requested support to other team members by making use of local contacts to schedule appointments and meetings;
(ix) Preparation of policy documents for the Cabinet Committee for Energy and other relevant forums for Ministry of Energy;
(x) Analyze and collate information and analysis about Pakistan power challenges through engagements with all relevant stakeholders including Government agencies, power companies, and the private sector; and analyze existing take or pay generation contracts and critique institutional structure of energy sector.
(xi) Conduct detailed Damage Needs Assessment for energy infrastructure caused by recent floods across the country
(xii) Provide input into post-flood recovery plan in energy sector including preparation of an immediate and short-term recovery and rehabilitation program;
(xiii) Assist ADB staff is projects processing and implementation issues with government agencies.
The contract is subject to performance evaluation review, conducted at midpoint or annually, whichever comes first. The review shall be based on achievement of assignment specific outputs on time and on budget. Any changes in stated outputs need to be approved by ADB.
ADB reserves the right to terminate the contract
