Technical Review and Monitoring Panel (TRAMP) for EIAF in Ethiopia

  • Coffey is currently looking for an Energy specialist to conduct the review of the Ethiopian Investment Advisory Facility (EIAF) in Ethiopia

The Programme

DFID’s Ethiopian Investment Advisory Facility (EIAF) focuses on improving the effectiveness of public investment in Ethiopia. It consists of 3 main pillars: urban development, energy, trade logistics and cross-cutting issues around public investment management. Within each of these pillars, the common focus is improving the effectiveness of public investment decisions and their implementation and removing impediments to structural transformation of the Ethiopian economy. The Technical Review and Monitoring Panel (TRAMP) aims to provide external technical quality assurance and review of the EIAF programme, as well as delivering formal monitoring outputs. It will include two technical and monitoring reports per year, a mid-term review and an end-term independent review, between 2016 and 2021.

The Position

As the Energy specialist, you will report to the Review Lead. You will work in a small team of experienced evaluators and sector experts, and will work in full compliance with DFID’s terms of reference.

The Person

  • Advanced degree in social sciences, politics, engineering, development studies, energy, environmental management and conservation or other relevant field
  • A minimum of 10 years professional experience with working with energy, renewable energy, energy efficiency, and climate change policy, low emission development strategies, facilitating foreign direct investment, and public-private investment dialogue in developing countries and ideally, in Ethiopia
  • Good understanding and experience of the Ethiopian context
  • Experience of quality assurance of public investments in the energy sector
  • Experience of project development, e.g. financial modelling for funders/equity investors, is desirable
