Job Description

The USAID-funded Global Health Program Cycle Improvement Project (GH Pro) is seeking Project Manager candidates with experience managing complex ERP projects and expertise in supply chain management (preferably in health systems) for an upcoming consultancy position based in Kampala, Uganda, starting in early March, at six-months in duration. .

The Project Manager will essentially provide information technology (IT) and Enterprise Resource Planning project management services to USAID on two key projects (one hardware focused and the other, software), centered around USAID’s partnership and activities with the Government of Uganda to improve policies, warehousing, distribution, quantification processes, and information systems of Uganda’s health commodities supply chain. The consultant will serve as the primary technical liaison between the Ugandan National Medical Stores (NMS) and USAID.

Role and Responsibilities

The consultant will work with the USAID Health Office and the Office of Acquisition and Assistance to ensure the timely, well-managed, cost effective and quality-controlled delivery of IT / ERP contracts. The consultant will act in the best interest of USAID/Uganda, while being responsive to the needs and interests of government and other key stakeholders. The consultant will use strong communication skills, Project Management Professional (PMP), Waterfall and Agile methodologies and best practices to accomplish key objectives.

The contractor will work closely with the USAID/Uganda Health Office and Office of Acquisition and Assistance (particularly SMEs) and may be required to provide any or all of the following services in support of USAID/Uganda.
• Prepare project management plan
• Provide consistent and clear communication between all project stakeholders
• Requirements analysis
• Business process mapping
• ERP system design/approval
• AoA/ERP and DB selection
• Build and configure core ERP
• Select and install four core modules
• Pilot Test six facilities

Qualifications

  • Five (5) years of experience managing complex ERP projects in a mid-market environment
  • Experience in Supply Chain Management (preferably in health systems)
  • PMP certification preferred
  • Scrum Master certification, or equivalent
  • Personal responsibility and accountability
  • Strong team facilitation skills
  • Strong time management skills
  • Strong organizational skills
  • The ability to influence others
  • Excellent verbal and written communication skills
  • Experience with analyzing complex issues and delivering appropriate solutions
  • Excellent conflict resolution skills
  • Ability to travel, sometimes on short notice
  • Strong understanding of both Hardware and Software contracts
  • Excellent spoken, written English

About the GH Pro Project: The Global Health Program Cycle Improvement Project (GH Pro) provides the U.S. Agency for International Development (USAID) Bureau for Global Health, Regional Bureaus, and Missions with ready access to high-quality, external technical expertise to design, support, and evaluate programs contributing to the achievement of U.S. Government (USG) Global Health Initiative (GHI) targets. The contract, GH Pro, is comprised of five components 1. Program and project evaluation; 2. Technical assistance; 3. GH program and research management; 4. Mission support; and 5. Logistical support for meetings/conferences. This activity spans all Foreign Assistance Health Area objectives as well as cross-cutting health issues such as gender, health systems strengthening, and science and technology.
