Programme Background
The Khyber Pakhtunkhwa Education Sector Programme (KESP-II) is an education reform programme funded by UKAid’s Foreign, Commonwealth & Development Office (FCDO) and the Australian Department for Foreign Affairs and Trade (DFAT) to support the Government of Khyber Pakhtunkhwa (GoKP) to achieve an outcome of “more children in school, staying longer, and learning more.” KESP’s technical assistance (TA), delivered by Adam Smith International (ASI), focuses on supporting the government achieve this outcome.
The TA team’s mission is to work at provincial, sub-provincial, and school levels to provide comprehensive, flexible, and high-quality technical support to the GoKP in the delivery of its strategy and priorities for transforming education service delivery. These priorities primarily focus on (i) improving teaching and learning in KP’s public schools, (ii) improving school infrastructure and facilities, (iii) providing better and more equitable access to education, and (iv) strengthening governance and management across the public education sector.
Background of Assignment
The Education Monitoring Authority (EMA) has been providing reliable and timely information on a monthly basis to track progress on key education indicators; this information is used for planning, decision making, and performance management at the school, district, and provincial levels. Increased reliance on EMA data, so does require EMA to provide robust, high-quality data with minimum errors. KESP-TA is supporting Elementary & Secondary Education (E&SE) Department to conduct a validation study to assess the quality of the current data collection process undertaken by EMA to produce reliable and accurate results. The findings of the study will aid us in identifying plausible error structures in data as well as any possible shortcomings that can be corrected to improve the validity and reliability of the EMA data.
Purpose of Role
This TOR is for a potential role of the Enumerator on KESP. The Enumerator is required to participate in training and conduct field visits to administer a pre-defined number of questionnaires over a given time period to successfully complete the EMA Validation study. The questionnaires should be delivered in line with the general guidelines provided by KESP and the principles/contents of the training on data collection.
Responsibilities
The Enumerator will be required to work closely with the relevant stakeholders and the KESP Team to undertake the following tasks:
1. Attend the training focused on the survey questionnaire, translation/interpretation, sampling plan, quality control, and field management plan.
2. Carry out a desk review of relevant documents (questionnaires, sampling plan, guidelines, etc.) in consultation with District Field Coordinators (DFCs) and conduct a mock session of data collection.
3. Develop and submit a field plan in coordination with DFCs.
4. Conduct visits to administer a pre-defined number of questionnaires over a given time period. The questionnaires should be delivered in line with the general guidelines provided by KESP and the principles/contents of the training on data collection.
5. Ensure a high level of quality, including rigor, consistency, respect for survey respondents, and confidentiality.
6. Enter and compile data collected using standard data entry templates.
7. Deliver the entered data to DFCs daily.
8. Analyse and review filled forms with DFCs to ensure data quality in terms of accuracy and consistency.
9. Ensure that data is maintained and stored properly and securely such that no external individual or institution can access that.
The Enumerator will ensure adherence to KESP operational policies, procedures, and standards of conduct while facilitating the smooth implementation of planned programme activities in the field.

The remuneration will be contingent upon the submission of the deliverables.
Experience and skills
1. Minimum Bachelor’s degree in social sciences
2. 2 years of relevant experience (preferable)
3. Previous experience of working in surveys and studies in the education sector (preferable).
Duration
The consultant is potentially required for 20 working days over the course of two months starting October 2021.

Reporting
The consultant will work closely with the KESP DFC’s, members of the District Teams and will report to the District Coordinator.
Remuneration
The consultant will be paid fixed remuneration of PKR 8,000 (Gross) per day (The applicable government taxes would be deductible at the time of payment release). No TA & DA will be provided.
