Nathan is seeking a mid- to senior-level consultant to provide guidance on integrating environmental and social impact assessments (ESIA) with particular focus on gender and social inclusion (GSI) aspects in infrastructure project procurement and implementation in Senegal. The assignment is anticipated to launch in May 2022 and may extend through March 2023. The consultant is required to have fluency or advanced professional proficiency in written and spoken French and English. Travel may be required.

PosITION Summary:

The ESIA/GSI Consultant will support the client’s efforts to improve the reliability of Senegal’s high-voltage transmission network and to increase electricity access in rural and peri-urban areas of the south and central regions of Senegal. The projects aim to help the Government of Senegal establish a modern and efficient foundation upon which the nation’s power system can grow.

This assignment seeks to support the client to review ESIAs, resettlement action plans (RAPs), and other documents for the design of power infrastructure projects using a gender and social inclusion lens; assure the integration of findings from ESIAs and RAPs—as well as poverty and other gender and social inclusion considerations—in the procurement and bidding documents for infrastructure projects; provide technical assistance and training to infrastructure firms on ESIA and gender and social inclusion-related policies and expectations; and provide gender and social inclusion advisory services for the implementation and monitoring of infrastructure projects.

The position is expected to require approximately 10 working hours per week, consisting of reviewing and providing feedback on project documents and deliverables, developing training and presentation materials, and participating and note-taking in weekly calls.

KEY RESPOSIBILITIES:

· Undertake document review and policy and contract compliance tasks to identify omissions and suggest strategies to integrate gender, poverty, counter-trafficking in persons (C-TIP), sexual harassment, and other gender and social inclusion issues in infrastructure project procurement and implementation.

· Review and revise ESIAs, RAPs, environmental and social management plans (ESMPs), other assessments, and related terms of reference to incorporate strategies, activities, and procedures on C-TIP, sexual exploitation and abuse (SEA), sexual harassment, and gender-based violence (GBV).

· Review and revise bidding documents to incorporate ESIA findings and gender and social inclusion considerations.

· Prepare materials and monitoring tools related to client policies and expectations for gender and social sustainability.

· Deliver training and technical assistance on client policies and expectations for gender and social sustainability.

· Undertake missions to project sites, as requested by the client, to review infrastructure project risks and provide recommendations on risk mitigation.

· Review implementing contractors’ gender action plans and monthly reports.

Qualifications & SKILLS:

Necessary Qualifications

· Expertise in environmental and social impact analysis, particularly with regard to infrastructure projects (with information on policy frameworks, baseline data, anticipated environmental and social impacts, and possible alternatives).

· Expertise in gender and social inclusion, such as women’s employment in infrastructure, C-TIP, prohibitions against sexual harassment and GBV, and poverty aspects.

· Demonstrated experience reviewing project-related documents and deliverables for omissions and entry points related to gender and poverty.

· Demonstrated experience conducting training and/or technical assistance on gender and social inclusion.

· Pre-existing experience conducting, producing, and/or reviewing the following documents and deliverables with a gender and social inclusion lens:

o Environmental and social impact assessments

o Resettlement action plans

o Infrastructure related procurement documents (such as terms of reference, technical specifications, and other bidding documents).

· Fluency or advanced professional proficiency in written and spoken French and English.

Preferred Qualifications

· Pre-existing experience conducting, producing, and/or reviewing the following documents and deliverables with both ESIA and gender and social inclusion lenses:

o Subject-specific risk assessments

o Environmental and social management plans

o Terms of reference for environmental and social impact assessments and other risk assessments

o Infrastructure project contracts

o Infrastructure project development documents (including feasibility studies, work plans, contractor action plans and performance monitoring plans)

o Infrastructure project reports and gender action plans.

· Prior experience working for international development donor organizations, including the Millennium Challenge Corporation
