Context
The overall objective of ERMES is to facilitate EU support to third parties engaged in inclusive peace mediation and dialogue processes at the international, regional or local levels, by inter alia providing technical assistance and training, and organising meetings and seminars. This objective will be pursued in close coordination with the EEAS, which will provide political guidance as appropriate. The purposes of this service contract are as follows: • To provide expertise and deploy peace mediation and dialogue technical experts covering a wide range of thematic and geographic issues at very short notice; • To deliver, harmonize and standardize a wide range of training courses and coaching sessions on peace mediation and dialogue, including for staff of regional organizations (such as the AU, ASEAN, OSCE and the League of Arab States) as well as for regional, national and local actors in the beneficiary countries; • To provide research papers, literature reviews, and data such as statistics, maps, and graphs; • To create synergies between third parties engaged in mediation, supporting their mediation capacities, principles and methods, learning from past experiences, and promoting the values and principles of the EU as a global peacemaker; • To improve gender mainstreaming in mediation and dialogue at institutional and operational levels.

Key expert 1: Team leader/Programme Manager (Senior expert – approximately 440 working days)
Scope of work
- The Team Leader will coordinate the implementation of the ERMES programme including the specific tasks listed in section 4.2. S/he will liaise and report to the Contracting Authority on a regular basis on the activities and will be responsible for the general assessment exercise with the obligation of collecting all the required information at the start of the programme and to come with a productive output at its end.
Qualifications and skills
- Advanced (equivalent to Master Degree) or post university degree in Public Administration, Political and/or Social Sciences, Law, International Relations or other relevant subject or equivalent experience;
- excellent knowledge of international peace processes, mediation, facilitation and dialogue;
- programme and team management, and coordination skills;
- excellent interpersonal consultation and mediation skills, team oriented work style;
- ability to dialogue with national authorities and institutional structures (mainly regional/international organisations);
- self-motivated, ability to work with minimum supervision;
- computer literate (Microsoft basic software WinWord, Excel and PowerPoint);
- excellent oral and written command of English. An excellent command of French and Spanish is an asset.
General professional experience
- A minimum of 10 years of professional (including field) experience in international peace processes, mediation, facilitation and dialogue including developing and/or fragile countries;
- Minimum 5 years proven experience in the management of international teams of experts;
- Proven experience in interacting with international and regional organisation like the UN, the EU, African Union, ASEAN, etc.
Specific professional experience
- Experience of working with the EU institutions, instruments, policies and roles in particular the Common Foreign and Security Policy, including knowledge acquired on the role and function of EU Delegations and external relations funding instruments, including preferably the Instrument for Stability;
- Experience in programme/project management and financial management; particularly experience on the programmes and projects of the EU and EU Member States in the thematic sectors covered by this ToR would be an asset;
- Specific experience in and knowledge of gender and mediation is an asset.
Key expert 2: Expert (Senior expert – approximately 440 working days)
Under the supervision of the Team leader, this expert will assist him/her on the overall management of the activities described in sub-section 4.2.
Qualifications and skills of the expert
- university degree (equivalent of a Master Degree) in Public Administration, Political and/or Social Sciences, Law, International Relations or other relevant subject or equivalent experience;
- programme management and coordination skills;
- excellent interpersonal skills, team oriented work style,
- self motivated, ability to work with minimum supervision;
- excellent command of English. Excellent skills in French is an asset;
- computer literate (Microsoft basic software WinWord, Excel and PowerPoint);
General professional experience
- A minimum of 5 years of professional experience in external relations or development contexts;
- Minimum 3 years of experience in managing EU programmes and projects.
Specific professional experience
- Experience in working with EU institutions, instruments, policies and roles including the Common Foreign and Security Policy, and knowledge acquired on the role and function of EU Delegations and external relations funding instruments;
- Knowledge of European Union project management procedures and financial regulations, preferably through management and participation in EC-funded technical assistance projects of similar size and/or contractual value would be an advantage;
- Specific experience in gender and mediation is an asset.
All experts must be independent and free from conflicts of interest in the responsibilities they take on.
Non-key experts
In addition to the key experts, the program foresees short term resource expertise (non-key experts) for a total of approximately 550 working days for the duration of the program.
- The profiles of the non-key experts for this contract are as follows:
- High level expert: an individual with extensive experience in international peace mediation and dialogue, including through acting as a mediator. The expert can have experience as former minister, senior military leader, former EU Special Representative or equivalent (indicatively 50 working days);
- Senior expert: an individual with extensive experience in international peace mediation and dialogue, including through acting as a mediation team member or as a mediator. S/he should be able to demonstrate a strong and recognized international experience in peace processes, mediation, facilitation and dialogue. In accordance with sub-section 4.2, the “senior experts” will deliver technical support to third parties involved in mediation or dialogue processes (indicatively 150 working days);
- Thematic expert: an individual with knowledge and proven experience in international peace mediation, as well as a strong knowledge of relevant thematic issues in mediation (examples provided above in sub section 4.2) and/or significant experience of one or several specific regional or country situations (indicatively 350 working days). Among the specific “thematic experts”, the gender and mediation expertise is meant to be proven experience in addressing women’s rights and gender issues in peace processes; (field) experience in the implementation of gender sensitive indicators; experience in the development of gender and peace-making training; recent research in the area of gender and mediation support; as well as in-depth knowledge of thematic issues related to Women Peace and Security and relevant UNSCRs.
