Job Description

Palladium implements the USAID-funded Health Policy Plus (HP+) Project. HP+ works with key stakeholders to advance health policy and financing for family planning and reproductive health (FP/RH), HIV, and maternal and new-born health at national and subnational levels. The project aims to improve the enabling environment for equitable and sustainable health services, supplies, and delivery systems through policy development and implementation, with an emphasis on voluntary, rights-based health programs, and by strengthening in-country partners’ capacity to navigate complex environments for effective policy design, implementation, and financing aligned to the existing priorities.

In Eswatini, HP+ is implementing activities to improve efficient planning and delivery of HIV prevention services. As part of the activities, HP+ will support USAID and the Eswatini Ministry of Health to develop, implement and integrate several tools for planning and monitoring implementation of pre-exposure prophylaxis (PrEP) and voluntary medical male circumcision (VMMC) services. In order to build a set of sustainable tools that complement existing systems and are aligned with stakeholder needs, HP+ is seeking a local consultant to assist in engaging local stakeholders, piloting the tools and facilitating capacity strengthening of stakeholders to use the tools.

Specifically, HP+ is seeking a local consultant to:
* Work with HP+ and collaborators at USAID/Eswatini and the Ministry of Health to identify appropriate stakeholders, and then organize and conduct stakeholder consultations to enhance and implement the PrEP and VMMC tools.
* Represent HP+ and the VMMC and PrEP data tools to in-country stakeholders at relevant coordination and working group meetings.
* Support data collection and capacity building initiatives with VMMC and PrEP implementing partners and the Ministry of Health.
* Provide logistical support for in-country meetings and workshops, including invitation lists, venues, catering and workshop materials.
* Assist in dissemination, stewardship and institutionalization of the final tools to stakeholders in-country.
* Provide assistance with in-country travel and logistics, as needed.

The duration of the activity is approximately five months, starting in April 2018 and will involve up to 50% level of effort. The consultant is expected to be available in May/June and August/September to plan and organize two in-country workshops. Over the duration of the agreement, the consultant is expected to maintain regular communications with HP+ staff based at HQ, while liaising with in-country stakeholders. Bi-weekly activity reports are expected, in addition to regular check-in calls.

* University degree in the areas of public health, international development, epidemiology or informatics. Masters degree preferred.
* At least eight years of practical work experience in public health, epidemiology, monitoring and evaluation or informatics. Experience working with USAID, PEPFAR or other donor funded projects is an advantage.
* Experience in facilitating meetings and engaging with government officials, especially the Ministry of Health.
* Excellent planning and organizational skills with the ability to prioritize assignments and allocate appropriate amount of time and resources for completing work.
* Experience in using public health mathematical models and digital tools and in designing M&E frameworks and informatics tools is an advantage.
* Knowledge of Microsoft Word, Excel, and Powerpoint.
* Strong written and verbal communication skills.
* Ability to work in a team both in person and remotely, with a willingness to learn from others, and ability to work in a multi- cultural, multi-ethnic environment.
* Eye for detail and ability to problem solve.
