Job Description
The broad objective of the programme is to improve the effectiveness of public investment in Ethiopia around four key areas: energy, urban development, trade logistics, and cross-cutting issues. Within each of these pillars, the common focus will be improving the effectiveness of public investment decisions and implementation, and removing impediments to structural transformation of the Ethiopian economy. The programme is anticipated to run for five years.
The ME&L advisor will be responsible for the delivery, management, and quality assurance of the EIAF programme’s ME&L and Risk Management systems, as well as leading a team responsible for assessing value for money, monitoring programme, project, and external risk, and feeding learnings from the programme into the team and DfID’s decision-making processes. The expert will report directly to the Team Leader in the Programme Management Unit and will be an integral member of the EIAF programme’s steering committee.
Responsibilities
- Guide the design and implementation of the EIAF’s ME&L and risk management framework, including working with the Government of Ethiopia and other key stakeholders to agree upon KPIs at the outset of the programme and linking the achievement of these KPIs to specific programme milestones outlined in the logical framework
- Collaborate with DfID, the Government of Ethiopia, and the Programme Management Unit to identify and evaluate a pipeline of potential projects for investment in trade logistics, urbanisation, energy, and cross-cutting issues
- Design and implement ME&L and risk management systems for approving, undertaking, and assessing the impact of individual projects
- Ensure that the ME&L and risk management activities are appropriate and that the KPIs are credible and actionable to build a strong repository of data
- Outline the management information system, define reporting requirements from managers responsible for implementing activities/components and define formats for standard reports as per DfID’s requirements (e.g. quarterly and annual reports)
- Identify and promote lesson-learning and synergies between sectors that can help the programme as a whole deliver impact beyond the impact of its individual components
- Collaborate with an external monitoring and evaluation panel to receive independent assessments on the impact of the EIAF programme and the appropriateness of the ME&L and risk management framework for driving change in the EIAF’s decision-making processes
Desired skills:
- University degree in social sciences, economics, development studies or other relevant field
- Minimum 6-7 years of professional experience in developing and implementing ME&L and risk management systems in similar projects, preferably in Ethiopia, Eastern Africa, or other developing countries
- Clear understanding of the tools and methods required for ME&L and risk management, with a focus on participatory processes, joint management, and gender issues
- Familiarity with and a supportive attitude towards processes of strengthening local organisations and building local capacities for self-management
- Willingness to undertake regular field visits and interact with different stakeholders, especially primary stakeholders
- Leadership qualities and personnel and team management skills (including conflict resolution)
