The Philippines Sustainable Interventions for Biodiversity, Oceans, and Landscapes (SIBOL) Project, funded by the U.S. Agency for International Development (USAID) aims to improve the way that natural resources and the areas from which these are derived are governed and address the drivers of natural resources insecurity by addressing both the supply of and demand for natural resources. The Project, now on its fourth year of implementation, is expected to help reduce environmental crimes and unsustainable environmental practices, sustainably manage the natural resources sector, and improve the governance of natural resources in the country.
Reporting to the MEL Manager, the Evaluation and Learning Specialist is tasked to provide technical support during the implementation of SIBOL Project’s evaluation and reporting systems and procedures. The Specialist will provide support to the technical and field teams during data collection and analysis. This role involves designing and implementing evaluation frameworks, analyzing data, and facilitating learning to enhance project performance and impact.
• Provide technical support the implementation of SIBOL’s M&E system to track the progress of SIBOL’s performance indicators, milestones and during the analysis of M&E data and reporting on performance indicators to Project teams and Project counterparts for improvement and best practices.
• Provide timely support during the preparation of the performance evaluation and endline assessments.
• In collaboration with the technical teams, ensure timely, accurate, quality, and complete collection, data entry and reporting of field data to the national office.
• Prepare data visualization, reports, and presentations to support project activities.
• Support the MEL Manager in collecting data for the project’s CLA and Learning Questions and contributing other Project reports such as annual work plans or success stories.
• Document best practices, lessons learned, and success stories to inform project improvements and future initiatives.
• Facilitate regular learning sessions and reflection meetings to review project progress and adapt strategies as needed.
• Coordinate with project stakeholders to ensure that evaluation findings are effectively communicated and used to inform decision-making.
• Perform other tasks as assigned.
• Master’s degree and 6 years of experience or Bachelor’s Degree and 8 years of experience or equivalent supporting MEL for USAID-funded programs.
• Familiarity with USAID reporting, including strong report writing skills and abilities.
• Familiarity with USAID’s Collaboration, Learning, and Adapting (CLA) approaches and tools.
• Demonstrated experience in analytical skills and data visualization; Highly detail-oriented with strong organizational and interpersonal skills.
• Knowledge of reporting procedures, best practices, guidelines, methods, and approaches for M&E.
• Proficiency using MS Excel and software-based databases, such as Power BI, for data collection and management.
• Strong written and verbal presentation skills in English.
