Job Description
The project to be evaluated is designed to combine work on global climate change and conflict management to reduce conflict over increasingly unpredictable water and grazing resources in southern Ethiopia.
The Evaluation Specialist will contribute to the evaluation under direction of the Global Climate Change (GCC) M&E Staff Evaluation Lead or his or her delegate. Such work will be performed in close collaboration with the GCC M&E Staff Evaluation Lead and GCC M&E Senior Technical Experts.
Roles and Responsibilities
- The Evaluation Specialist will be expected take a strong role in working with a team to:
- Write an evaluation plan
- Design survey instruments (particularly qualitative)
- Travel to Ethiopia for data collection
- Run focus groups
- Train local qualitative enumerators
- Analyze qualitative data and some quantitative data
- Write evaluation data collection report
Qualifications and Educational Requirements
- Ph.D in economics, environmental studies, natural resource management, or other sciences; political science, international development, or other related fields.
- At least 10 years of progressively responsible work experience in designing, implementing, leading, or back-stopping evaluations of international development projects, preferably funded by USAID or other U.S. Government agencies
- Experience in Africa preferred with East Africa and Ethiopa experience a big plus
- Experience or familiarity with climate change mitigation and/or adaptation interventions and issues in a sustainable development context; dTS is particularly in search for an evaluator with experience relevant to herding/pastoralist/cattle-raising populations in Africa and/or conflict management, although other evaluators also are welcomed to apply;
- Experience in impact evaluation as well as performance evaluation
- Demonstrated competence to assess priorities and concurrently manage a variety of activities effectively to meet deadlines with attention to detail and quality.
- Demonstrated background in qualitative methods preferred.
- Strong communicator, with strong verbal, writing and editing skills.
- Good problem solving skills.
- Team-oriented individual with the ability to work independently.
- Ability to travel internationally on short-term assignments.
