Overview:

The purpose of this evaluation is to gauge the effectiveness of USAID’s investments in developing the capacity of civil society in order to realize sustained reductions in levels of violence, impunity, and corruption in Mexico.

This evaluation will a) assess the effectiveness of capacity development approaches undertaken by six USAID partners and their subgrantees, b) understand the extent in which the six entities have contributed to changes in the system, public policy improvements and/or more sustainable results; and, c) provide recommendations on more impactful, proven and sustained approaches to capacity development that could contribute to Mexico’s journey to self-reliance under future activities.

This will be the first evaluation focused on USAID/Mexico capacity development efforts. Evaluation results will serve to guide future programmatic efforts that support Mexico’s pathway to self-reliance.

Results will be disseminated to implementing partners and key stakeholders that contribute to the strengthening of government and civil society in Mexico.

As a learning organization, USAID/Mexico will use the results of the evaluation to identify successful capacity development approaches that contribute to our objectives and sustained results, validate approaches, and adapt activities if necessary. This position is open to consultants with national and international experience.

Using your evaluation and subject matter skills, perform tasks on specific task orders and/or contracts. Tasks could include, but not be limited to:

Scope of Work:

  • Develop a desk review of relevant information on the status of implementation activities including a review of all relevant activity documentation and a review of activity monitoring and reporting data.
  • Develop an inception report.
  • Provide technical input for the development of an analysis of the social and political context.
  • Participate in a research about the relation between USAID/partners’ activities and changes in the system.
  • Develop a report that includes recommendations to USAID/Mexico on capacity development efforts
  • Participate in the development of a presentation with main findings of the evaluation
  • Participate in the site visits to project activities.
  • Other duties as assigned.

Serve in the above consultant capacity to support the IBTCI technical practices of Crisis, Conflict & Governance, Social, Economic, Agricultural Development, and Global Health and/or Business Development divisions.

  • This position does not authorize/require the consultant to directly communicate with IBTCI clients.
  • This position does not authorize/require the consultant to have decision making authority on final work product.

Preferred Knowledge, Skills and Abilities:

  • Experience working with Organizations/Non-Governmental Organizations (PVOs/NGOs) is desirable.
  • Knowledge of Government of Mexico and state-level civil society policies is desirable.
  • A complementary expertise on different geographical areas of the country is desirable.
  • Ability to work autonomously and meet deadlines
  • Experience in preparing reports and presentations to a variety of audiences
  • Demonstrated ability to produce concise, organized, and well-reasoned, written documents

Minimum Requirements:

  • Minimum of 3 years of post-graduate experience in the design and development of Program Evaluations in governance-related projects
  • Expertise in capacity development, including systemic approaches.
  • Proficiency in English and Spanish is required.

Education: Advanced University degree in Political Science, International Development, Development Economics or other relevant field: or First University degree with additional years of related work experience and/or training/courses.

Supervisory Responsibilities: This position does not have supervisory responsibilities.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.

Travel: Travel within Mexico might be required.
