About the position

The Executive Director of the Latin American Fund for Irrigated Rice (FLAR) will be responsible for the overall leadership, coordination, and strategic management of the Fund’s activities and projects, in alignment with the policies and guidance established by the FLAR Administrative and Technical Committees.

Key Responsibilities

  • Serve as the primary lead, and representative for all technical, strategic and administrative activities implemented under the Fund.
  • Provide overall leadership and direction in planning, organization, execution, supervision, and coordination of all projects and initiatives, driving high-impact results and ensuring full alignment with FLAR’s strategic vision, objectives, and governance framework.
  • Lead resource mobilization and fundraising efforts to expand FLAR’s operational scope and secure long-term financial sustainability.
  • Lead in presenting comprehensive management and performance reports at each meeting of the Administrative Committee.
  • Participate in meetings of the Technical and Administrative Committees, with voice but without vote, contributing technical and managerial insights to guide decision-making processes.
  • Ensure timely communication with members of the Committees and Subcommittees by issuing official meeting notices, including the proposed agenda, background documentation, and logistical details, at least one month in advance.
  • Take the lead in communicating with the Fund’s partners to convene the General Assembly, sharing the proposed agenda and relevant documentation.
  • Convene extraordinary meetings upon request of the Administrative or Technical Committees, or when circumstances so warrant.
  • Prepare, validate, and distribute the official minutes and records of all Committee meetings, ensuring accuracy, confidentiality, and proper institutional archiving.
Requirements
Qualifications and requirements
  • PhD or Master’s degree in Agricultural Sciences, Agribusiness Management, Economics, Business Administration, International Development, or a related field.
  • Minimum of 10 years of progressive professional experience, including at least 5 years in senior management or executive roles within international, agricultural, or research-based organizations.
  • Proven track record in strategic planning, institutional leadership, project and financial management, and stakeholder engagement at regional or international levels.
  • Demonstrated experience in resource mobilization, partnership development, and the coordination of multi-country programs or funds.
  • Extensive experience engaging with senior government officials, private sector leaders, and intergovernmental bodies, particularly within the Latin American and Caribbean (LAC) region.
  • Knowledge of the rice sector and agricultural innovation systems in the LAC region is highly desirable and considered a strong advantage.
  • Strong strategic and analytical thinking, with the ability to translate institutional goals into clear, actionable plans.
  • Excellent leadership, negotiation, and communication skills, with the ability to work effectively across multidisciplinary and multicultural teams.
  • High ethical standards, strong integrity, and commitment to organizational values, accountability, and good governance.
  • Fluency in Spanish and English (oral and written) is required; working knowledge of Portuguese or French is an advantage.
  • Proficiency in Microsoft Office Suite, project management applications, and virtual collaboration platforms.
  • Familiarity with institutional performance reporting, monitoring and evaluation systems, and donor compliance frameworks.
