Background:
DFID plans to support the meat and leather industry in Nigeria through a new project under the five-year World Bank / DFID Growth and Employment in States (GEMS) programme which aims to increase growth, incomes and jobs in selected states by improving the business environment.
This project will establish and support an industry stakeholder group to:
(i) bring about policy and institutional reforms,
(ii) develop a cluster development plan, and
(iii) identify and address market failures relating to feed supply, animal health, livestock transport, meat cold chains, slaughtering and butchering facilities, food standards and enforcement, and hides.
The project will also manage a performance grant for private sector actors in the industry.

GRM International are preparing an Expression of Interest to be DFID's Service Provider for this opportunity and we are currently identifying suitable experts to work with us on this five year assignment.
We would expect consultants to be based in Abuja and / or Kano.
Key Skills / Experience Required:
Suitable consultants should be able demonstrate most or all of the following:
1) Experience in improving competitiveness in the meat and leather industry specifically in the following areas:
- Development of the feed supply business
- Veterinary services
- Abattoir development
- Agricultural / environmental engineering (waste management)
- Meat distribution - cold chains and transport
- Meat / food quality and safety
- The leather / hides sector
- Public / private dialogue / policy reform in the meat and leather sector
2) Experience managing grant programmes for private sector development.
3) Experience supporting private sector development initiatives including experience using the Making Markets Work Better for the Poor Approach (or similar) including:
- Business development services
- MSME finance
- Vocational education and training
- Value chain analysis
- Political economy of growth
- Inclusion: access to employment for women and youth
4) Experience of M&E of private sector development / employment creation projects.
5) Strong credibility in the meat and leather industry in Nigeria.
