Job Description

Technical assistance to the Government of Greenland Project description: Global objective:
To assist the Government of Greenland in their planning and monitoring of the education and vocational training sector, and in the reporting on the education support programme.

Specific objectives:
Objective 1: to assist the Government of Greenland with the input in view of preparing the EU support to the education and vocational training sector.
Objective 2: to assist the Government of Greenland in reporting on the progress made in improving the Public Finance Management system.
Objective 3: to assist the Government of Greenland in reporting on the macroeconomic situation and forecast through Medium-Term Expenditure Framework 2011-2014.
Objective 4: to assist the Government of Greenland in drafting of the Annual Work Plan (Annual Work Plan) 2012.
Objective 5: to assist the Government of Greenland in drafting of the Annual Implementation Report (AIR) 2011.
Objective 6: to develop the necessary economic templates for the four reports required annually on the Greenland Education Programme. Expert’s profile: Education:
• Masters level, Education sciences or equivalent

Experience:
Required:
• At least 8 years of work experience of programme management in education/ vocational training or labour market initiatives with training components/ and with practical experience of planning implementation and reporting on such activities;
• Experience in survey studies related to the education sector/labour market, particularly on brain-drain;
• Ability to analyse sector strategies in the field of education and vocational training or labour market initiatives with training components;
• Ability to assess the institutional capacity of institutions involved in implementation of education sector programmes.
Assets:
• Specific experience of working in Greenland;
• Previous experience of working with European Commission aid procedures including on general or sector budget support.

Languages:
• A high level of written and spoken English. The working language of this assignment will be English;
• Working knowledge of Danish.
