Job Description

Project title: Technical Assistance Support for the Development of an Integrated Social Protection System for Swaziland (Contract Number EDF/2015/367-906).

The overall objective of this contract is the overall objective defined for the priority area of social protection in the NIP for the 11th EDF in Swaziland: ‘by providing a higher level of social protection, to enhance the capacity of the poor and vulnerable to live their lives free from hardship and indignity, to better manage shocks, and to overcome poverty and vulnerability.

The purposes of the contract are:

  1. i) Specific Objective 1: Institutional capacity, regulatory, and oversight functions of government are strengthened to deliver social protection for the most vulnerable;
  2. ii) Specific Objective 2: Social protection provision is more efficient, sustainable and accountable throughout the lifecycle.

The expected results are as follows:

Specific Objective 1: Institutional capacity, regulatory, and oversight functions of government are strengthened to deliver social protection for the most vulnerable.

Result 1.1: Targeted support, on request, to translate specific Acts and policies (Elderly Act, Child protection and welfare, persons with disabilities, inclusive education, gender etc) into strategies, regulations, action plans, and assist with the implementation of these or their further development where it is still needed.

Result 1.2: Management level staff and social workers are better qualified through training professional and academic development in social protection issues and exposure to similar and other contexts.

Result 1.3: Greater the organisational strength, with improved coordination, service delivery and oversight functions of the DPMO and Departments, operating effectively at central, regional and community level on issues of social protection.

Result 1.4: Reinforced synergies between the government and civil society organisations and other non-state actors and donor agencies playing a role in the delivery of social services.

Result 1.5: Improved systems are in place to manage, monitor and evaluate social protection programmes of DPMO (social grants, social work etc) including Management Information System and Social audit, gender index and grievance procedures.

Result 1.6: Greater capacity to deliver social protection for vulnerable women and girl children.

Specific Objective 2: Social protection provision is more efficient, sustainable and accountable throughout the lifecycle.

Result 2.1: Social protection provision by DPMO is rationalised and harmonised to ensure more effective coverage, efficient transfers, transparent targeting and increased impact of social work for the benefit of the most vulnerable. Costs per activities and results must be analysed, documented and disseminated. This data can be used for evidence-based management and social budgeting.

Result 2.2: Modern, inclusive and sustainable social protection delivery mechanisms are established at DPMO with the support of the private sector where they have a comparative advantage (e.g. banks, and telecommunications providers)

Result 2.3: In addition to other results from work across Departments, the Department of Gender & Family Issues in DPMO is particularly strengthened to implement activities that benefit gender mainstreaming and family strengthening, around subjects like gender-based violence, SRH and HIV, awareness, political and economic empowerment of women.

Result 2.4: In addition to other results from work across Departments, the Department of Children protection Services in DPMO is particularly empowered to coordinate child protection services, delivered by different ministries, departments and units, as well as non-state actors and civil society and to strengthen family and community to contribute to social protection.

Result 2.5: In addition to other results from work across Departments, the Department of Disability is empowered to support progressive policy and social services to children/youth with disabilities, and to strengthen the capacities of family and communities to contribute to social protection

Duration of the assignment: 150 working days, 1 Dec 2017 – 31 August 2018

Description of work:

The JNKE, working under the SPS-TAT team leader and collaborating with KE1, will undertake a database which will map all of the NGOs in Swaziland.

This will include mapping all the NGOs in all 4 regions.

  • Develop the most appropriate database/ programme to store the information
  • Include all aspects of the NGOs such as services, staff, number of recipients, budgets, donors and any other relevant information as discussed with the TL.
  • Qualitative and quantitative approach undertaken to ensure that all data is captured.
  • Structured interviews with relevant staff
  • Discussions with DSW staff

Qualifications and skills:

  • A minimum of 3-5 years of general professional experience and independent and free from conflicts of interest in the responsibilities they take on
  • At least 3-5 years experience in being involved in developing databases
  • Experience in understanding of NGOs/social services
  • Substantive experience and proven record on conducting participatory action research
  • Thorough understanding of social drivers/structural factors for vulnerable groups
  • Thorough knowledge, skills and attitudes related to human rights education and human rights based approaches to development and transformation within vulnerable groups
  • Excellent written and verbal communication skills
  • A degree in ICT/Social Work or related degree
  • Fluency in written and spoken English with sound communication, interpersonal and negotiating skills, including excellent written and oral skills and cross-cultural sensitivity
  • Ability to work under pressure, prioritise tasks, take initiative, meet deadlines and remain tolerant, with capacity to develop participative and inclusive team-work
  • Computer literacy skills (MS Office)

General professional experience:

  • Experience in developing databases
  • Experience in managing research information
  • Experience with NGOs/ social services

Specific professional experience:

  • Experience in the Sub-region as well as Internationally, with experience in Swaziland desirable
  • Knowledge of the Southern Africa culture (language, tradition and academic environment) and Swazi language will be preferable
  • Experience of working as a consultant in other international projects
