Project Background

UNDP is providing assistance to the different regional Administrations in Somalia in a multi-year Rule of Law & Security Programme (ROLS). The overall objective of the programme is to enhance the peace and reconciliation process in Somalia by improving mine action support as well as assistance to law enforcement (LE) and justice, demobilization and re-integration of ex-combatants (DDR) and by strengthening human rights. The UNDP mine action programme supports recovery and reconstruction, contributes to peace building efforts and national capacity building. UNOPS is executing the Mine Action and ERW component of the ROLS Programme on behalf of UNDP. Duties and Responsibilities The Explosive Ordnance Disposal Advisor is responsible for EOD matters at a theatre-wide level. He will report to the Chief of Operations and be responsible for the following functions: Organise and run the EOD Cell. Assist in training local EOD staff. Assist in the production and implementation and monitoring of technical and safety standards for EOD throughout the mission area. Support and direct contractual and accredited organisations with production of standardised EOD technical and safety standards to meet MACC standards. Support in investigation of landmine and UXO incidents. Assist in the preparation of plans for major EOD tasks. Co-ordinate tasking of EOD resources. Co-ordinate execution of EOD equipment field trials and implement recommendations to applicable drills and SOPs. Provide advice on all EOD matters to the Somalia MAC’s. Required Competencies & Knowledge A strong technical background, preferably with experience in humanitarian demining. Recognised EOD qualifications to an advanced level and qualified as an instructor. Experienced in the management of range and battle-area clearance and preferably have practical ‘hands on’ experience of demining and EOD in post conflict situations. Team management experience and skills: Should be self reliant and able to work independently; self-motivated and able to motivate others. The ability to operate in a multi-national environment and in a foreign country. Academic Qualifications/Experience/Language First level university degree in the field of social science, management, engineering or related field or equivalent military qualifications such as Police/Military War College/Junior Command and Staff Course or equivalent and experience in related area. A minimum of five years of military or civilian experience with demonstrated capabilities in planning, organizing, and at least three years of which were in mine action related activities. Practical experience in team management is essential, preferably in a UN mine action operation. Experience in the region is advantageous. Knowledge and experience in Somalia is desirable. Excellent speaking and writing skills in English including computer literacy essential.
