Position Summary:

International Relief and Development (IRD) is seeking a Facility Manager for the Development Assistance Facility of Afghanistan (DAFA) of AusAID. The Facility Manager will be play a key part in ensuring that the DAFA project is successful in its mission .

By joining the IRD team for DAFAIII, you will be working with Australian University and NGO leaders as well as AusAID-experienced advisors with extensive background in Afghanistan. IRD is one of the largest international NGO’s operating in Afghanistan with a 10 year track record of implementing over $1.8B worth of projects in partnership with the World Bank, USAID, DFID, UN, ISAF, CENTCOM, Army Corps of Engineers and the senior leadership within the Islamic Government Afghanistan in the ministries of Mines, Finance, Energy & Water, Education . Our success in Afghanistan is based on the experience of our national team and from the collective knowledge of our international network of over 5,500 employees who work in over 44 countries to fulfill our mission of “reducing the suffering of the world’s most vulnerable groups and providing the tools and resources needed to increase their self-sufficiency

The Facility Manager will have overall responsibility for ensuring all aspects of the Services are delivered to best practice standards in accordance with the requirements and terms of the Contract, and for managing the day-to-day activities of the management team (Component Managers).

The Facility Manager will be a long-term appointment based full-time in Kabul, commencing from the Facility Start Date.

Required Skills & Experience:

  • Extensive experience working in developing countries.
  • Proven capacity to build and maintain effective relationships with senior personnel in government and donor agencies.
  • Good understanding of education and training sector policy and regulatory frameworks.
  • Proven ability to set up and manage projects or facilities involving a suite of development activities in a developing country.
  • Substantial experience in the application of financial management, contracting, reporting, and monitoring and evaluation systems.
  • An understanding of the social, cultural, political and institutional factors affecting development in Afghanistan.
  • Strong analytical skills, strong interpersonal, oral and written communication skills in English.

Preferred Skills & Experience:

  • Tertiary qualification in a relevant field.
  • Experience in the education, training and development sectors in Afghanistan, at both the national and sub-national levels.
  • Experience with AusAID processes and procedures.
