AZOROM has an ongoing contract with ESB and wishes to fill this present position at ESB Engineering & Major Projects.
The Primary Assets Team in Transmission and Distribution Engineering (TDE) is responsible for the specification, design, and technical management of all High Voltage (HV) primary asset equipment from MV to 400 kV. This includes Flexible AC Transmissions Systems (FACTS) equipment. The team provides technical support and expertise to ESB Networks (ESBN) and Engineering and Major Projects (EMP), in particular to Asset Management Services (AMS) and EMP HV Projects Delivery. In addition, the team provides services to external clients such as Eirgrid as well as support to ESB GWM and international projects through ESB International. The Primary Assets Team also supports the creation of standard designs for HV Projects and ESBN.
The Primary Assets Team is responsible for producing specifications for EPC tender packages, carrying out tender evaluations and compiling technical and commercial evaluation reports.
The successful candidate will act as the Primary Assets Specialist Lead on EPC FACTS projects for ESB. Current ESB FACTS projects include the following FCATS technologies - STATCOMS, Series Compensation and Dynamic Power Flow Controllers.
Key Responsibilities
The FACTS Specialist Lead, Primary Assets shall act as the technical expert with responsibility for the development, preparation, and implementation of technical specifications for FACTS equipment on the ESB Transmission System. They will work hand in hand with the project delivery team to ensure successful project delivery and compliance with the relevant specification. Stakeholders include ESBN AMS, EMP Networks Project Delivery and external clients such as Eirgrid. The role includes the following responsibilities:
- Preparation/updating of FACTS technical specifications, contractors’ scopes of work, technical schedules, price schedules and other documents required to complete tender enquiry documentation, against which tenderers will submit their tender offer.
- Risk assessment of FACTS technical specifications, and the equipment offered against these specifications to ensure safety and quality throughout its complete lifecycle (delivery, installation, energization, operation, decommissioning)
- Technically and commercially review and critically evaluate FACTS tenderers’ submissions and produce tender evaluation reports with recommendations to purchase.
- Effectively negotiate with and influence parties to the tender process to achieve best value for money
- Attend Factory Acceptance Tests (FATs) and Site Acceptance Tests (SATs) as the Client’s technical representative providing technical expertise and ensuring the Clients requirements are met by the equipment under test.
- Site inspection of delivered FACTS equipment during installation.
- Conducting and directing FACTS fault investigations including identification of the solution through coordination with the OEM, ESBN Asset Management Services etc.
- Overall responsibility for the provision of FACTS technical support, knowledge, and expertise to ESBN, the wider EMP and all relevant stakeholders.
- Use technical expertise to make critical design decisions and recommendations in relation to FACTS.
- Use technical expertise to verify FACTS specifications, designs etc. produced by other team members to ensure they are fit for purpose and commercially-sound.
- Use technical expertise in completing FACTS design reviews to ensure equipment is compliant with the Clients specification.
- Develop strong mutually beneficial relationships with internal and external stakeholders such as ESBN AMS, EMP HV Projects Delivery, Eirgrid OEMs etc.
- Keep abreast of the latest developments in FACTS technologies and share learnings within the Primary Assets Team.
- Support the development of team members in the area of FACTS Technologies.
Knowledge, Skills and Experience
Essential
The successful candidate will demonstrate the following skills:
- Minimum of eight (8) years post-graduate experience in HV Power and/or HV T&D industry including a minimum of four (4) years’ experience in a relevant FACTS technology such as STATCOMS, Series Compensation, Sync Condenser, Dynamic Power Flow Controllers.
- Very strong knowledge of FACTS technologies and their implementation.
- Good understanding of FACTS technical specifications and how they are comprised.
- Strong technical capability, skills, and acumen in relation to FACTS.
- Good understanding of the FACTS technologies lifecycle and how this influences the technical specification.
- A strong appreciation of, and commitment to, safety and quality of FACTS for their complete lifecycle.
- A proven track record in delivering substation and/or FACTS engineering projects.
- Good understanding of tendering, tender evaluations, and the tender process.
- Good understanding of Engineering, Procurement & Contract (EPC) projects.
- Strong negotiation and influencing skills.
- Strong interpersonal and stakeholder management skills.
- Full driver’s license.
Desirable
- Experience in work on multiple projects which implement different FACTS Technologies
Qualifications
Essential
- Either a Level 8 engineering qualification or equivalent work experience is essential.
Working Arrangements
Location: Dublin Office and Home
Hybrid Working: Hybrid working will be a feature of this role which will be agreed with the manager and subject to ongoing review.
Hours of work: 08:30 – 16:45
Working days: Monday to Friday
Anticipated start date: 15th July 2024.
Duration: 1 year with possibility to extend.
