Job Description

Overview:

Jhpiego seeks a Family Planning/Maternal, Neonatal, and Child Health (FP/MNCH) Manager for an anticipated five-year FP/MNCH Project in Afghanistan. The FP/MNCH Manager will provide technical leadership, vision, technical expertise, and key inputs to guide program implementation. S/he should be knowledgeable about the service delivery, capacity building and training aspects to ensure access to quality and equitable reproductive health, FP, and MNCH services as well as key Afghan health strategies. S/he will serve as the primary mentor for the Afghan technical team focused on increasing the availability and quality of FP/MNCH services.

This position is contingent upon funding.

Responsibilities:
  • Ensure technical excellence and quality of FP/MNCH project activities across the continuum of care at community level and facility levels

  • Use knowledge of best practices in FP/MNCH health to support the MOPH in Afghanistan in strategic planning and policy development
  • Ensure project activities are technically sound, evidence-based and responsive to the needs of Afghanistan, its people and USAID
  • Provide leadership, management, and technical support in the development and use of policies and technical guidelines related to the comprehensive strategy for improving quality and access to FP/MNCH services
  • Ensure integration across technical areas and with cross cutting approaches such as gender, equity and rights based approaches to health
  • Work closely with the Chief of Party and other key staff to provide technical insight, contribute to work planning , project reporting and, and provide oversight of implementation activities
  • Design and develop, with incountry counterparts health services strengthening strategies, with an aim to build the capacity of national institutions in delivering high quality FP/MNCH services as well as in establishing human capacity building and training systems that are competency-based and meet the needs of the health care system.
  • Assist in testing FP/MNCH innovations
  • Contribute/support the mobilization and coordination of partners around selected FP/MNCH intervention approaches and indicators
  • Support quality assurance activities through performance improvement and training to include on the job training, coaching and standardization of practice
  • Develop service delivery strategies for accessing hard-to-reach populations
  • Develop and maintain excellent relationships with colleagues, stakeholders and donors
  • Ensure high-quality project implementation, consistent with Afghanistan’s national health guidelines
  • Represent Jhpiego in professional forums by participating and presenting in pertinent meetings and conferences, as well as technical working groups
  • Assist in the preparation of donor reports and project reports
Required Qualifications:
  • Clinical degree with an Advanced degree in Public Health preferred

  • At least 10 years’ experience designing and implementing FP/MNCH or other public health programs, preferably in Afghanistan

  • Experience serving in a senior-level position on a USAID-funded project

  • Demonstrated experience working with host country government counterparts, policy makers, and a broad array of health service providers and community leaders

  • Demonstrated strong technical and programmatic knowledge and experience in FP/MNCH
  • Demonstrated experience providing technical advice to government officials and mentoring health service providers
  • Excellent oral and written communications skills
  • Willingness to travel
  • Commitment to mentoring, capacity building, and facilitating strong teaming relationships
  • Fluency in written and spoken English
  • Fluency in written and spoken Dari or Pashto
  • Afghan nationals strongly encouraged to apply
