Job Description
International Medical Corps has been responding to the crisis in Northern Mali since 2013. While the security situation remains volatile in the entire country, International Medical Corps has been supporting the Malian government in improving and strengthening the health systems through capacity building, infrastructure and workforce development, and technical assistance. Since 2015, International Medical Corps has been seeking to transition from emergency to sustainable longer-term development programming in Mali.
JOB PURPOSE
The main role of the Field Coordinator is to build a strong field team by ensuring integration of all sectors and projects (health, nutrition, protection) into a single multisector program within a harmonized M&E system. The Field Coordinator is responsible for the overall management of operational aspects in support to the program team. S/he will be providing technical oversight for finance, administrative, HR and logistics teams. The Field Coordinator will also work closely with technical coordinators to ensure proper planning and implementation of activities as per work plans and expenditure pipelines. S/he will ensure that International Medical Corps’ procedures are respected and followed by the field teams, as well as serve as the Team Leader and Security focal person.
This position reports to the Country Director, maintains an open line of communication with the Country Director and Security Manager (especially for security matters), with the Head of Programs for programmatic aspects and with the Medical Director for technical public health aspects. The Field Coordinator is the line manager of all field-based sector leads.
MAIN RESPONSIBILITIES
- Program Management
• Oversee the implementation of the program; day-to-day coordination of program, logistics, finance and administration functions
• Coordinate and monitor all International Medical Corps projects, ensuring appropriate planning tools are developed and followed
• Monitor logistics support for the implementation of programs.
• Oversee program spending per budgets and pipelines.
• Anticipate changing needs and emergencies.
• Provide recommendations for budget realignments as required.
• Make frequent visits to field sites to provide training or conduct supervision of activities.
• Ensure the maintenance of accurate records of financial transactions of the field office in order to monitor financial status of all project activities.
• Work with others, facilitate an accountability self-assessment (based on CHS criteria) and facilitate planning exercises to establish a plan of action for improvement, as agreed by the Country Director, including a timeframe and responsibilities.
• Maintain overview / coordination of the implementation of the accountability work plan by accountability focal points and other International Medical Corps and partner staff.
• Monitor, evaluate and support implementation of accountability initiatives and practices across the country mission.
• Develop strong collaborative relationships with management, operations and sector staff in order to influence practice towards greater accountability.
- Human Resources Management
• Oversight of International Medical Corps staff across field sites. Direct supervision of field site support staff and collaboration with district medical team.
• Contribute to increasing knowledge of staff; propose trainings by facilitating training and knowledge exchange.
• Support and motivate program/logistics/ administrative/finance staff in their work, by information exchange, brainstorming and planning sessions.
• Oversee the recruitment and selection of qualified program field staff, recommend promotions, disciplinary action and termination of staff in consultation with supervisors.
• Support the administration team in the oversight of leave records and other paperwork required for employment in local context.
• Maintain open lines of communications with all sub-field staff.
- Training / Capacity Building
• Determine training needs for all national staff in the field office.
• Coordinate training of senior national staff to increase their responsibilities in order to build capacity and ensure sustainability of programs.
• Advocate and plan for professional development of national staff.
- Reporting
• Facilitate and assure accurate and well-documented reporting internally, to HQ, and to donors.
• Assure that such reporting contributes to the effective management of the program and meets donor quality standards and compliance regulations.
• Lead the production of reports and ensure timeliness are followed and accuracy of information provided, as well as ensuring confidentiality of sensitive information.
- Working Relationships
• Maintain frequent communication with the Country Director and Finance Director to ensure finance activities and objectives are communicated.
• Work with Sector Leads and Budget Holders to ensure the coordination of programs are within budgeted targets.
• Attend coordination meetings relevant to country activities.
• Interface with national government and relevant agencies to ensure compliance with varying government regulations.
• Maintain frequent communication with the Country Director and Country Program Department to identify program development opportunities, to contribute to the design of new program concepts and to support International Medical Corps program development in Mali.
• Research and record humanitarian and local authority activities, by sector and by region – to identify program gaps and to strengthen coordination of activities and general relationships with other organizations.
- Representation
• Represent International Medical Corps to donor bodies, the Ministry of Health and Social Affairs, UN agencies, other NGOs and local authorities.
• Work closely with the Local Government Units to ensure smooth communications about International Medical Corps interventions.
• Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors.
- Security
• Ensure financial considerations are planned for and implemented as required at each security level.
• Ensure application and compliance of security protocols and policies.
• Send copies of key internal documents to HQ for back-up.
• Facilitate emergency and non-emergency security expenditures.
• Collaborate with the Security Manager/CD to maintain security of staff in field locations.
- Prevention of Sexual Exploitation and Abuse
• Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps.

Qualifications
- Bachelor degree in Public Health, International Development and/or in a relevant field of study.
- Proficient in computer applications, especially with Microsoft Word and Excel, Microsoft PowerPoint is a plus.
Experience
- A minimum of seven years’ work experience in an international humanitarian organization, working in an emergency response or a transition /development setting.
- Extensive experience in the administrative and financial management of overseas programs at the management level.
- Comprehensive knowledge and working experience with ECHO, USAID, OFDA, World Bank, EU, DfID and other donors including the UN system.
- Skills and knowledge in program sustainability and capacity building, public-private partnerships and project monitoring and evaluation (both quantitative and qualitative methods).
- Excellent understanding of health and development concepts in developing countries, particularly in the area of community health needs in post-conflict situations.
- A sound understanding of developing emergency response strategies and plans and how they transition into longer term programming.
- Experience working in unstable or conflict areas and demonstrated compliance with following restrictive security procedures
