Job Description

RESPONSIBILITIES: The Field Coordinator (FC) will manage the Bunia office and participate in the implementation of the National DDR Program. The position includes but is not limited to the following responsibilities: Supervising the implementation of the DDR National Program (Disarmament, Demobilization, Reintegration) for child soldiers in the Ituri district, in collaboration with the DDR Program Manager, IRC regional Technical Advisor, the international NGOs group for DDR, United Nations Agencies/Mission (MONUC), Government agencies and local partners; Monitor the DRC Program (demobilization and community reinsertion) for Child Soldiers in collaboration with UNDP, UNICEF, MONUC and local partners; Maintain a regular system of project monitoring and evaluation; Ensure that all IRC projects in the area of operation are implemented in a timely and professional manner; Keep accurate and organized records. The FC will assist in coordinating and conducting needs assessment and program design for further interventions in Ituri as required, in coordination with senior country management and key stakeholders; Oversee management of local staff including benefits and adherence to the local staff personnel policy manual; Periodically meet with and follow the procedures of other NGO agencies to ensure consistency within the community; Recruit, train and mentor Program Staff; Maintain system for regular staff evaluation, job descriptions, and standard procedures for new position posting, interviewing, and applicant selection; Promote professional working relationships and resolve staff conflicts and concerns in a timely manner; Implement and supervise maintenance of a system for tracking and identifying all IRC assets; Implement, maintain and document a procurement system that conforms to IRC and donor protocols; Ensure that all contracts with suppliers and vendors are legal and protect IRC to the fullest extent possible; Develop and implement security procedures in coordination with the Provincial Coordinator and national security focal point; Implement and maintain verifiable internal financial controls; Implement and maintain a cash management system; Review and ensure that financial reports are accurate and meet IRC and donor reporting requirements; Actively pursue contact with local authorities and other NGOs as a means to strengthen support for IRC activities; Represent IRC at official governmental or project functions; Attend NGOs, inter-agency, or governmental meetings as needed. Assist in the reporting on program activities to the donors. REQUIREMENTS: Fluent in French (written and spoken). Local languages and English are an asset; Minimum of 3 years experience managing projects in developing countries, preferably in Africa; Demonstrated ability to manage field staff; Experience in logistics, budget management, administration; Excellent cross-cultural communication skills; problem-solving and decision-making skills; Strong proposal and report writing skills; Flexibility; management skills; security analysis skills; ability to work independently and meet deadlines; Ability to live/work in a relatively insecure and isolated environment; Ability to maintain good relations with a wide range of people as local authorities, rebel militia groups, war victims, and others; Preferred experience in working with HF radios (CODAN), VHF radios, satellite telephone, fax and standard office equipment; Ability to work well under unstable security environments, and administrative and programmatic pressures; Must demonstrate flexibility to adapt to changing requirements; Must be culturally sensitive and have the ability and interest to identify and work with a multi-ethnic team.
