Job Description

The role
The Australia Indonesia Health Security Partnership (AIHSP) is seeking full-time Field Monitoring Officers COVID-19 Support), who will be responsible for monitoring and overseeing the Supporting Last Mile Delivery Covid-19 Vaccines activity that will be implemented by AIHSP Partners.

The position will coordinate and liaise closely with the Provincial Health Office; District Health Office; District Social Welfare Agency, District Civil Registration Agency and other stakeholders on the activity implementation in five AIHSP priority provinces (Central Java, South Sulawesi, Bali, Yogyakarta and NTT).

This role will also:

  • Conduct data collection and validation of Covid-19 vaccination target recipients. Recipients are focused on vulnerable populations (elderly, people with disability).
  • Assist the SNC and work with AIHSP partners to ensure that the result of the activity is aligned with the intended target in each of the proposed vaccination locations. In addition, compile and regularly report the progress of the intended target.
  • Conduct field surveys to verify the vaccination centres and complete pre-vaccination centre requirement form to ensure that the centre meets AIHSP criteria to accommodate the needs of vulnerable populations (elderly, people with disability - vision, hearing, physical, intellectual, sensory)
  • Monitor and support AIHSP partners from preparation, through implementation up until the reporting phase to ensure that the progress and quality of vaccine deliveries are in accordance with the agreed design and workplan.
  • Provide advice and/or direction to the AIHSP Supporting Last Mile Delivery of Covid-19 Vaccines implementing partners on technical issues as required and at the direction of SNC or the National Program Coordinator to ensure that the vaccine delivery process and quality of vaccination event is in accordance with the SOP, workplan and budget.
  • Review and verify any variations/discrepancies to the SOP during field implementation and provide recommendations and professional advice to the SNC and National Program Coordinator.
  • Report immediately and within 24 hours to SNC and National Program Coordinator on any issue that relates to fraud or misuse of funding related to the vaccine delivery activity.
  • Report immediately to SNC and NPC in Jakarta any vaccine delivery or critical issue that poses a risk to the vaccine recipients’ safety or AIHSP reputation and keep following up with Jakarta team until these issues are resolved.
  • Work closely and maintain regular coordination with District Health Office prior to, during, and upon completion of Covid-19 vaccine delivery to facilitate the monitoring of vaccination program.
  • Provide targeted assistance/coaching/mentoring to AIHSP implementing partners as required on vaccination event planning, vaccination site selection centre, and development of vaccination centre.
  • Develop human-interest stories as appropriate capturing the impact of our support on target beneficiaries and vulnerable people’s lives. Provide photos with permissions from beneficiaries using AIHSP formats.
  • Undertake logistics and administrative work relating to the preparation, implementation and reporting of activities and events.

About you
You will be a motivated and proactive Field Monitoring Officer with the right combination of talent, energy and a commitment to technical excellence. You will also have:

  • University degree/diploma majoring in public health, nursing, medicine (desirable) or any subject supported by relevant working experience.
  • At least 5 years working experience, and 2 years of experience in community-based vaccination delivery or similar activity or project.
  • Based in one of AIHSP priority provinces (Central Java, South Sulawesi, Bali, Yogyakarta and NTT) is preferable
  • Excellent oral and written communication skills in Bahasa Indonesia.
  • Excellent interpersonal skills with an ability to build effective working relationships with diverse stakeholders
  • Excellent computer skills including Microsoft Word, Excel, Power Point
  • Able to work for extended periods in rural and possibly remote locations
  • Strong commitment to community centred, patient safety, accountability and anti-fraud/anti-corruption, and to the protection of the integrity and reputation of the AIHSP Partnership.
  • Demonstrated ability to work productively in a diverse, fast-paced environment, and to work under pressure to tight deadlines.
  • Candidates with previous experience in primary health care vaccination program are preferred.
  • Good English oral and communication skills.


Remuneration
Successful Indonesian nationals will be engaged under a local contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
