Job Description

CHF International’s mission is to be a catalyst for long-lasting positive change in low-and moderate-income communities around the world, helping them to improve their social, economic and environmental conditions.

CHF International is seeking Field Office Directors (FODS) candidates, one each for St. Marc, Cap-Haitian and Port-au-Prince for an anticipated USAID-funded local governance and decentralization program in Haiti. The FODS shall reside in the metro area of their respective offices for the life of the project. The FODS shall have overall responsibility for ensuring quality control, the appropriateness and overall responsiveness of the assistance provided under the contract in their corridors, whether by long- or short-term advisors or others. FODS may be national or international staff members.

Qualifications:

Graduate degree in a relevant social or administrative science, or at least seven years of experience with donor-funded decentralization or local government strengthening programs, preferably including previous experience in Haiti or countries with similar development challenges.

A minimum of three years of experience as a Deputy COP or higher in decentralization or local government strengthening projects.

Demonstrated track record of progressively responsible managerial experience implementing complex donor-funded projects with multiple activities.

Previous experience as a proactive Deputy COP or higher with a strong reputation for developing excellent collaborative working relationships with counterparts, other implementers and international organizations and donors. This also entails: monitoring, evaluating and documenting progress toward meeting project objectives; evaluating grantee activities through consultative meetings, site visits and reporting requirements; working out solutions to keep activities on track; and providing overall guidance and direction focusing the activity team on achieving agreed targets and long-term strategic objectives.

Previous experience with efforts to improve local government services, including health, education, and economic governance, is highly desirable.

Ability to speak read and write fluently in English and French; ability to speak Creole strongly encouraged.
