POSITION DESCRIPTION:

IBTCI is currently seeking an Operations Director to support the implementation of a 5 year contract for the Support for Strategic Information and Project Management Services (S4SIPMS) Program. The S4SIPMS will assist the USAID/Nigeria Office of HIV/AIDS and TB to accomplish its charge in the fight against HIV/AID by supporting the strengthening of the Nigerian national health system and, through the use of Site Improvement though Monitoring System (SIMS), to continuously monitor and assess sites receiving PEPFAR funding to ensure effective quality program implementation, and the adherence to national and international standards and accountability.

The position will be based in Abuja, Nigeria and is contingent upon award.

RESPONSIBILITIES:

The Operations Director will oversee the office’s administrative and management support services, activities, and personnel. S/he will implement procedures relating to recruiting, hiring and HR management; travel and security procedures; accounting and financial management. S/he will maintain accounting and finance records in accordance with USAID regulations and ensure project expenditures are within established budget parameters. S/he will prepare monthly, quarterly, and annual financial reports as required and confirm completion of corresponding documentation. S/he will supervise and manage personnel on the administrative and operational support team.

QUALIFICATIONS:

Education: At a minimum a Master’s level education in Accounting or Business Administration or in a related field.

Required Experience:

  • Demonstrated progressive experience working in the field of finance and compliance;
  • Progressively responsible experience as a senior operations director with a reputable NGO, development contractor or donor agency is desirable;
  • Thorough knowledge and understanding of professional accounting principles, theories, practices, and terminology (private sector, governmental, and nonprofit) and an ability to understand accounting practices and procedures; to analyze data, narrative reports, and workload flow charts, etc.;
  • Ability to communicate effectively, both verbally and in writing with accounting and non-accounting individuals;
  • Proficiency in Microsoft programs i.e. Excel, Word, PowerPoint, etc., and the ability to use various commercially available accounting software programs;
  • Experience with funds control and monitoring of fraud and abuse; and
  • Fluency in English, written and spoken.
