Job Description

The project to Support Agricultural Productivity in Burundi (PAPAB) was formulated for a period from November 2015 to December 2019 to respond to the desire to consolidate (PAN-) PNSEB, to increase the impact of fertilizers on agricultural production in a sustainable way and to rally the majority of actors involved in agricultural production in a broad operational partnership. The two specific objectives of PAPAB are: (i) Increasing soil fertility through consolidation of the fertilizer and fertilizer delivery system and (ii) increase of the agricultural productivity, resilience, producer organization and market access.

The PAPAB must close its activities in December 2019 and the PADANE must start its activities at the beginning of 2020, a final evaluation of PAPAB is organized with the hope that its report will inspire the actual implementation of PADANE.

The objectives of the final evaluation of the PAPAB are:

By means of objective, measurable and verifiable indicators, the mission in charge of the evaluation PAPAB final will:

Determine the level of achievement of the overall objective of the PAPAB as well as the achievement levels of its specific objectives. In a singular way, the final evaluation will have to highlight, the impact and

the effects of PAPAB on the beneficiary community; special attention will also be reserved for the effects induced by the project.

Methodology of work

  1. Documentary review and preparation of exchanges
  2. Review of secondary data
  3. Review of project documents, in particular the Baseline Study, the survey reports the mid-term review report, the G1 database
  4. Organize working sessions with project managers as a first step
  5. Exchanges with the Food and Nutrition Security Advisor and the Controller the Embassy of the Kingdom of the Netherlands
  6. Interviews with PAPAB implementing partners including
  7. Project leaders at partner organization level
  8. Field teams
  9. The heads of the PAPAB partner projects
  10. Harvest data and field information related to the execution of the entire package planned activities across all components and sub-components of the project
  11. Data processing and report writing
  12. Presentation of the interim report
  13. Analysis and integration of comments received on the draft report in the final report

Duration and indicative timetable for the final evaluation mission (30 days)

Without being exhaustive, the mission will take place according to the following sequential phases:

  1. Consultation of existing project documentation (pre-assessment report, reports, periodicals, various notes);
  2. Interview with project managers and the Netherlands Embassy,
  3. Development of questionnaire and survey protocol
  4. Field Interview and Investigation Draft Interim Report;to the sponsors of the study. This report must be accepted by IFDC and the Netherlands Embassy;
  5. Consideration and integration of observations in the final report;
  6. Production of the final report of the final evaluation

Composition and profile of the final PAPAB assessment mission

Key personnel will include:

An international expert with the following training and qualifications

  • University level training at least in the sciences
  • At least 10 years of experience in the execution and evaluation of development project
  • Experience in the qualitative and quantitative evaluation of projects;
  • Good knowledge of gender aspects with confirmed experience in studies project evaluation;
  • Experience working with other non-governmental organizations and the private sector;
  • Analytical and critical spirit;
  • Perfect knowledge of the French language.

A national expert with the following training and qualifications

  • University education in agronomy or rural economy;
  • At least 10 years of experience in the context of rural development projects;
  • Demonstrated knowledge of institutional challenge and policy implementation in Burundi, including the PNSEB;
  • Knowledge of self promotional approaches
  • At least 5 years of professional field experience in the field of Monitoring Evaluation development projects;
  • Very good knowledge of spoken and written French and Kirundi;
  • Remarkable writing skills;
  • Ability to work in a team, facilitating dialogue between the actors involved.

A statistician expert answering the following conditions

  • Have a specialized training in Statistics with a Master’s degree (at minimum)
  • Have a professional experience (proven) of 5 years in the statistical work;
  • Have participated in at least 2 project evaluation studies in Burundi;
  • Have a mastery of statistical data processing software especially SPSS;
  • Have a (proven) experience in collecting data with a tablet;
  • Be available for the duration of the final PAPAB evaluation study.

Timeline

The activities in Burundi are scheduled for the month of June 2019. The final report must be submitted on

July 29th.

Presentation, submission and evaluation of offers

Tenders must be enclosed in a large, closed envelope with two closed envelopes

of which one containing the technical offer and marked “technical offer for the final evaluation of the

PAPAB and 2nd containing the financial offer and marked “financial offer for

the final evaluation of the PAPAB “. They can be sent electronically to the following addresses:

A commission will be appointed by the PAPAB Coordinator to proceed with the evaluation of

offers. The commission will first evaluate the technical offers on 60 points. For offers

technically valid, the commission will then evaluate the financial offers, the cheapest offer

will receive 40 points and vice versa. The mid-term evaluation will be entrusted to an individual or an office

having obtained the highest score out of 100.
