Finance and Compliance Manager (Singapore)

CADG is a leading private contractor focusing on the reconstruction and rehabilitation of infrastructure projects such as the implementation of large scale road construction, infrastructure, community development and irrigation projects. The majority of CADG projects are based in Southern Afghanistan.

CADG is seeking suitably qualified, dynamic and motivated candidates for the position of Finance Manager, based in our Singapore office (company headquarters). The successful candidate may be required to undertake occasional travel to CADG offices in Afghanistan.

Key Areas of Responsibility:

1. Overall management of the Finance function in Singapore, overseeing accounts teams of a group of companies.

2. Liaising with the Finance and Compliance Manager based in Afghanistan, along with the Regional and Provincial Managers to ensure accountability for all aspects of ongoing projects.

3. Ensuring compliance with the regulations of the Donors and Clients of programs and projects.

4. Liaise with auditors, particularly the auditors for Donor Funded Programs (US Government, Canadian Government etc) and Singapore auditors.

5. Reviewing processes and controls, implementing improvements when needed.

6. Coordinating budgets and forecasts.

7. Ensuring that the operations in Singapore are compliant with the values of the organization and effective in developing individuals within the team.

8. Developing accounting and management policies and procedures.

Skills and Attributes:

  • C.P.A Qualification required,
  • The successful candidate must have at least 7-10 years of financial experience,
  • Advanced degree in Finance or relevant field preferred,
  • Experience working in community development, civil affairs, or similar field an advantage,
  • Prior experience dealing with USAID or donor organizations and government agencies is preferred but not a requirement,
  • Prior experience dealing with Singapore accounting rules and regulations is preferred but not a requirement,
  • Comfortable in a highly entrepreneurial and continuously changing corporate culture,
  • Strong leadership and team building capabilities are essential,
  • The candidate must have a very strong commercial awareness and possess excellent interpersonal skills,
  • Excellent written, verbal, and cross-cultural communication skills,
  • Professional proficiency in English.
