About the Position

The purpose of the Finance Section is to provide high level and strategic financial advice to senior management, undertake a detailed analysis of financial statements, liaise with other operational areas on financial matters and manage the agencies payroll functions.

Reporting to the Director Finance, this position is responsible for managing the agencies payroll, travel, governance and control frameworks, and day-to-day financial operations (including systems, treasury, financial reporting, and accounts payable).

Duties:

  • Provide high-level and strategic payroll advice, quality assurance, and act as a backup to the Payroll Officer.
  • Manage the contract with the payroll service provider, conducting research and analysis of complex and escalated issues to ensure a positive outcome.
  • Lead the Finance Team through any system migrations by undertaking analysis, testing, quality assurance and integration to a new provider.
  • Manage the agencies Travel function, including managing and reviewing the travel policy, the travel system as a super user and trainer, passports, and other travel related matters as well as training agency staff.
  • Undertake governance and control framework activities, including policy development and renewal, ensuring agency compliance with elements including, but not limited to:
    • Business Continuity
    • Fraud, risk and privacy
    • Finance Law
    • Delegations
    • Accountable Authority Instructions
    • Public Interest Disclosure
  • Undertake monthly balance sheets reconciliation and management of clearing accounts, purchase requisitions, purchase orders, and goods receipting.
  • Assist with the preparation of monthly and annual financial statements, asset revaluations, and audit processes.
  • Assist with the agency’s asset register, including creation, disposal, stocktake and reconciliations.
  • Provide assistance with the day-to-day operations of the finance and accounting operations.

We are looking for an organised, adaptive, and highly motivated person who works well in a small team. Demonstrated experience within a finance team in a public sector context is critical to this role. The successful candidate will also be able to demonstrate experience in a two-page pitch of the following skills and attributes:

Essential

  • Technical knowledge and/or experience in management accounting, financial accounting, treasury, reporting, and forecasting. An understanding of the Commonwealth financial framework, including Public Governance, Performance and Accountability Act 2013 (PGPA Act), Australian Accounting Standards, and other applicable Commonwealth legislation
  • Demonstrated experience with APS payroll operations including, exposure to HRMIS, providing advice on complex issues with an excellent attention for detail.
  • Demonstrated ability to communicate with influence, provide advice and build strong relationships with stakeholders to achieve a high level of trust and respect to influence outcomes and communicate findings
  • Strong problem-solving skills and ability to undertake analysis and investigation to provide solutions to routine issues, often under limited supervision
  • Demonstrated ability to work under pressure, managing multiple priorities to meet deadlines and adapting positively to change
  • A good team player who shows flexibility, initiative, and agility to contribute to both the priorities of the Finance and Payroll team and the Agency as a whole and to support various staff needs

Desirable

  • Experience with governance and control frameworks and Commonwealth Travel arrangements
  • A tertiary qualification in accounting, finance, or commerce (or working towards)
  • Experience in HRMIS/FMIS Systems and advanced MS Excel skills
