Job Description

As lead of an international consortium, ABU Consult is currently tendering for the EuropeAid funded “Provision of Technical Assistance in Papua New Guinea for the Management and Implementation of the Education, Training and Human Resources Development Programme”. The project is envisaged to commence in September 2006 and to have a duration of 64 months. The specific objective of this project will be to provide, through flexible and experienced technical assistance, effective administrative, technical and financial management to the programme, in conformity with the relevant EDF rules and procedures, so that the project purpose – effective learning support mechanisms for education and training established to promote sustainable human resources development – is achieved, and the overall objective supported.

For our team of experts we are searching for suitably qualified and experienced candidates: Finance and Procurement Officer *

Requirements:

Located in the PIU in the NDOE, this position is required for the duration of the programme. Travel within PNG is a requirement. He or she will provide general support to the Programme Manager, with specific responsibilities for financial management and procurement, including responsibilities associated with the Provision of Textbooks and Library Materials component.

Qualifications, skills and professional experience:

- An appropriate postgraduate qualification in finance and/or management; - At least 10 years experience of managing finance and procurement systems, including long term experience in developing countries; - Detailed knowledge and experience of EU, particularly EDF procedures; - Experience in the procurement and distribution of textbooks and materials; - Good written and oral communication skills in English, and well-developed inter-personal skills; - A proven record of being able to participate in project teams.

Responsibilities Under the overall responsibility of the Programme Manager particular duties shall include; but not be limited to:

- The preparation and updating of the programme’s workplan and budget; - The establishment and implementation of: appropriate accounting and financial management procedures for the programme as a whole; appropriate procedures for procurement and stock control for supplies and materials; appropriate procedures for personnel accounting and administration; - The provision of technical advice to the Textbooks and Library Materials Provision component; - According the EDF procedures, the preparation of specifications, tender documents and contracts, the evaluation of bids, and the acceptance of works, supplies and services; - The preparation of all necessary financial reports and accounts, including in particular the monthly returns of expenditure and the quarterly reports for reimbursement; - Assisting with the preparation of other reports as necessary; - The preparation and implementation of appropriate training programmes and manuals for programme administration staff; - The preparation and implementation of proper monitoring and evaluation, and management information systems.
