Project Overview and Role
The Rajasthan Maternal and New-born Health (MNH) Impact Bond is an innovative results-based financing mechanism that will use private investor capital to fund interventions aimed at improving maternal and new-born health in the state of Rajasthan, India. Specifically, the Development Impact Bond (DIB) will support the preparation for accreditation to national standards of private sector small health-care organizations (SHCOs) in Rajasthan. Achievement of the accreditation will result in better quality care, and in turn this is expected to reduce maternal and neonatal mortality. The DIB aims to prepare at least 360 SHCOs to apply for a combined quality certification from the Federation of Obstetrics and Gynaecological Societies of India (FOGSI) and the National Accreditation Board for Hospitals and Healthcare Providers (NABH).
The Finance and Program Analyst (FPA) is responsible for the project on-site financial, operations, office administration and implementation of HR processes. The position holds responsibility for compliance with project financial policies and procedures, ensuring all Palladium finance SOPs are followed, and ensuring accurate and timely financial records and reporting at HQ Programme Office and field levels. The FPA oversees the implementation of all operational SOPs, ensuring maximum country compliance. This includes procurement, contracting of local consultants, staff coordination and time management, implementation of security procedures, human resources, as well as general office management. During inception and the first year the FOO will work with the Operations Manager to set up any project offices and establish operating procedures for the programme. The position is based in Jaipur, India and is full-time for three years.
Responsibilities
Financial Management
- Process funds disbursement, transfer requests from Palladium, acquittal and timely aggregation of operational and grant accounts.
- Ensure that all financial transactions are carried out with integrity, value for money and are essential to achieving the programme goals.
- Prepare and submit monthly financial statements/reports (Petty cash and bank cash book, bank statements and bank reconciliations).
- Support the Palladium Operations Manager on the delivery of inputs into client monthly and annual financial forecasts.
- Remain up-to date with current financial regulations, including tax liabilities of individuals and the programme.
- Manage project procurement, negotiating competitive prices, processing and reviewing vendor invoices.
- Ensure that travel advances are reconciled on a regular basis in accordance with the Operations Manual.
- Support the Corporate Operations Manager during internal and external programme audits;
- Provide oversight and advice to the team on meeting budgets.
- Ensure compliance and operation of PAYE, VAT and other relevant taxation requirements in project country
Office Management
- Support in the preparation of subcontracts.
- Ensure the smooth running of general office facilities.
- Ensure compliance with other regulatory requirements relating to the employment of staff and all assets procured or leased by the project.
Human resources
- Provide assistance to the project team and management on HR-related matters and actions.
- Ensure that security standards and procedures are in place and being followed.
Travel
- Manage local/regional travel, accommodation and logistics for staff/consultants.
- Support applications to obtain visas and renewals for long and short-term consultants.
Office administration
- Maintain office management systems (e.g. trackers, electronic filing structure, contracts files etc) as necessary.
- Track inputs and deliverables of consultants and other contractors
- Ensure that consultant, subcontractor and programme files and databases are kept up to date and managed effectively.
- Establish and ensure that IT systems (including hardware, software, wifi and communications) are fit for purpose and troubleshoot where necessary.
- Manage the project asset register.
Requirements
- A relevant Bachelors degree (with a finance background preferred).
- A minimum of 5 years relevant work experience in a similar role(with development sector experience preferred).
