Job/Role Purpose: Provide financial support and expert advice on financial operation activities, cash and bank management, financial accounting systems, payroll including audit liaison in order to ensure an efficient, secure and controlled financial environment in compliance with VSO policies and procedures and local regulations

Task Responsibilities

  • Planning & Budgeting
    • Provide finance coordination support for the grant start-up and close-out to ensure they are done in line with VSO guidelines and donor rules or contractual requirements.
    • Work with grant finance manager, project team and partners to prepare financial project budget, updating and adjusting budget and forecasts in the changing environment throughout project lifecycle using SUN system.
  • Expenditure & Income Management
    • Monitor project expenditure and income including recording in SUN system, reviewing in country shared costs, and monitoring to ensure compliance.
    • Advise the project team on variances in expenditure and income and follow up on corrective actions.
    • Review documents, systems to ensure necessary compliance checks on project suppliers and partners are consistently and diligently conducted.
    • Prepare grant reconciliation and ensure full grant reconciliation reports for the SUN grant data and balances to the donor reports.
  • Donor Financial Reporting
    • Prepare accurate timely restricted grant management and donor reports adapting to the changing needs; reconcile with SUN to ensure finance and programme reports are aligned.
  • Risk Management, Compliance & Audit
    • Coordinate donor audits and prepare management response plan.
    • Support on tax, statutory and internal audits working closely with the Finance Operations team to ensure audit findings are minimized.
  • Partner financial Management & Capacity Development
    • Consistently carry out partner finance due diligence, partner field visits, monitoring and documentation and escalation in line with VSO guidelines and donor requirements.
    • Conduct regular financial monitoring of partners; review vouchers and supporting documents, physical verification, third party verification (wherever required), field visit etc.
    • Based on monitoring visit prepare and share financial monitoring report with VSO and partners team and ensure that partners have followed up the recommendations.
    • Provide training, coaching, and mentoring and regular updates to project team and partners on specific finance grant requirements and compliance mechanism.

Collaboration

  • Internal Collaboration
    • Advise project implementation lead and project team on donor grant funding compliance, financial processes, compliance, and local laws and regulations.
    • Liaise with Global Implementation Team and Global Finance team for project coding, financial information, reporting, inputs on costing of activities.
    • Provide technical feedback and recommendations on specific grant for continue improvement to the Global Implementation team and Global Finance.
    • Participate in the procurement committee and coordinate with procurement team.
  • External Collaborations:
    • Provide guidance to local implementing partners for financial grant management.
    • Liaise with donor, audit, and government for compliance.
    • Liaise with supplier for timely payment.

Competence required

Qualifications: Qualification in Finance & Accounting or Qualified Management Accountant (CMA), Certified Public Accountant (CPA) or Chartered Accountant (ACCA) license or equivalent experience.

Skills and Experience:

  • Proficient in grant financial management skills.
  • Experience of provide grant finance support for a small -medium restricted grant fund (at least GBP500K per annum) with good knowledge of donor requirements preferably FCDO, UN, USAID, EU, and the Foundations.
  • Proficient in using financial software, accounting system and reporting packages especially Excel, SUN systems, Q&A XL.
  • Proficient skills in coordination and capacity strengthening for local implementation partners on grant and financial management.
  • Good engagement and collaboration skills with ability to work in a multi-cultural project team in a global organization.
  • Good IT literacy (Microsoft, Zoom, project management, people management software)
  • Good verbal and written communications in English and local languages.

Travel Requirement: Travel including work away from the home base, including remote areas within the country.
