PATH seeks a Finance Director for an upcoming five-year, $20 million USAID-funded HIV/AIDS project focusing on key populations (KPs) in India. To support the Government of India’s (GoI) goal of an AIDS-free generation, this activity will rapidly demonstrate and assess new models to increase accessibility, availability, and demand of high quality, comprehensive HIV prevention, care and treatment services; while strengthening systems and the enabling environment for KPs, especially hard-to-reach KPs, their partners, spouses and children to have equitable access to HIV/AIDS and social services. To ensure scale up of these models by the GoI, a robust learning agenda will be integrated throughout all aspects of the activity.

Responsibilities:

  • Provide leadership on all finance and operations aspects of the project, including general administrative processes and financial management.
  • Oversee operations for all project activities, including procurement, grants, logistics, human resources, accounting and finance, and records.
  • Manage the project budget and prepare financial reports for submission to USAID and PATH HQ.
  • Provide routine pipeline analyses to the Chief of Party and USAID, as well as routine financial analysis on expenditures, documenting and monitoring overall performance, analyzing trends, identifying gaps to ensure sound project management.
  • Ensure funds are expended in compliance with USG rules and regulations and PATH policies and procedures.
  • Implement fraud mitigation practices and ensure systems and processes are executed effectively to support successful implementation of the award.
  • Lead annual budget development process and revise overall and sub-budgets as needed throughout the work plan year.
  • Manage monthly requests of funds, based on budget and cash flow projections, to ensure effective project operations.
  • Ensure timely submission of administrative and financial reports to HQ as required.
  • Manage project finance and administration team.

Required Skils & Experience:

  • A Chartered Accountant with a minimum of ten years of experience in the non-profit sector, leading all finance and operations aspects of projects, including procurement, general administrative processes, financial management.
  • Experience in accounting, operations and financial management of large-scale, complex, international development assistance programs.
  • Experience with donor accountability, strong computerized accounting and financial skills, extensive experience and knowledge of financial management and reporting processes and procedures.
  • Knowledge of Generally Accepted Accounting and Auditing Principles and laws, rules and regulations.
  • Proven experience with USAID and US government rules and regulations will be an added advantage.
  • Knowledge of Indian labor laws.
  • Ability to plan, organize, implement, evaluate and modify financial programs, informational support systems and processes.
  • Ability to collaborate effectively with all stakeholders.
  • Professional level of oral and written fluency in English.

Must have legal authorization to work in India.
