Finance Expert- Finance Manager 380 mandays
“Technical Assistance to the NAO support Unit and relevant line-ministries in order to build capacity in project management” Europeaid/130912/D/SER/SZ
The expert will have the following responsibilites:
- Provide advice to relevant ACMS programme officers in financial monitoring EDF programmes, Budget (NAS / MIP implementation) i.e. individual contract commitments, maintenance of contract cards and records in accordance to project Financing Agreements. This implementation support should also be extended to ODA from other donors.
- Provide technical advice to ACMS and all (EDF and Budget) EU funded projects in the development and finalization of tender and contractual documents for works, supply, service and grant contracts on behalf of the Contracting Authority;
- Assist in the coordination of tender launching, evaluation and contracting of the tenders and train evaluators in accordance with EU procedures
- Assist and mentor accounts staff and Imprest Administrators to verify invoices, payment certificates, auditor reports submitted by contractors, ensure that there is always an audit trail in any transaction committed for both EDF and Budget programmes.
- Ensure Contract Supervisors are adhering to their role through backstopping programme officers and advise Contracting Authority through relevant programme officers accordingly on submission and acceptance of site reports, site instructions, administrative orders and contract addenda as required.
- Provide technical assistance to ACMS accountants during evaluations of projects such as mid and end of term reviews, ROMS and any other evaluation that may be necessary, and also provide technical assistance to accountants during PE audits and end of project audits.
- Capacitate ACMS counterparts in EU financial and contractual management (developing tender documents – award of contracts), verification of payment certificates, accounting related to MIP – Budget and EDF.
- Assist ACMS accountants with projects and contracts closure after the implementation has ended to ensure that all recoveries if any are paid back to the EU. This should be done timeously to ensure a non-accumulation of sleeping commitments and contracts.
- As part of ACMS financial team, provide ad—hoc advice and opinions on any other financial, administrative or contractual matter as including EDF related projects as requested by the Head of ACMS. Support EDF beneficiaries, NAS stakeholders and implementing partners in adhering to financial and contractual issues.
- Provide technical input in the reviewing of the NAO manual ensuring that it adheres to current financial control systems.
Requested profile:
Qualifications and skills
- Must have a post graduate university degree or professional degree in economics, finance, accounting, business studies or in public finance management or business management.
General professional experience
- At least 10 years’ experience at a senior level in accounting science / financial management, project cycle management, aid planning, aid funded development programmes and administration.
- 5 years’ experience in coordinating a team of long and short-term experts.
- At least 10 years work experience in programmes focusing on capacity building, institutional strengthening and training of local counterparts in the area of reporting and financial monitoring
- At least 5 years’ experience in developing countries preferably in ACP countries.
Specific professional experience
- At least 10 years hands-on experience in EU (EDF and/or EU Budget) procurement and contract modalities (works, services, supply and Grants) and management working at various levels in accordance with the PRAG (preparation and management of programme estimates, preparation of tender documents; launching and evaluation of tenders, award of contracts, drawing up of contracts, contract management, verification of invoices and payment certificates, closure of accounts).
- At least 5 years cumulative work experience in an NAO office or ministry responsible for coordination of external assistance including the EU.
