Job Purpose
Reporting to the Finance Coordinator, the Finance Officer will provide finance support to the Ukraine and Impacted Countries Crisis Emergency Appeal, by supporting the team in day-to-day financial management with focus on accounts payable, working advances for the staff and national society. The Finance Officer will also support the team with financial reporting, risk & treasury management.
Job Duties and Responsibilities
Financial Management and Controllership
- Focal point for accounts payable for the operation. Process all invoices related to the operation.
- Ensure payments to the suppliers are done promptly and provide payment advise.
- Run a register for all payables processes and cleared from countries outside Hungary.
- Review advances collected by staff ensuring that these are utilized in line with IFRC policies and procedures.
- Provide monthly reports on working advances held by staff within the Ukraine and Impacted Countries Crisis Emergency Appeal.
- Coordinate retrieval of any documents required for Audit purpose.
- Perform CODA bookings for advances held for the Emergency Appeal: working advance returns from the National Societies, Working Advances returns held by Staff, booking of forecasts.
- Follow up on dormant working advances with the National Societies through liaising with the respective country finance staff.
- Responsible for specific donor audit preparation.
- Support project managers in preparation and regular update of operating and project budgets.
- Provide certain accounting services, under the supervision of the Finance Coordinator.
- Support budget review and revision process.
- Ensure relevant agreements are processed in e-Contract platform under close supervision of the Finance Coordinator.
- Ensure all required documentation (travel order, working advance, logistics requisition, payment authorisation) and requests are signed and presented to relevant stakeholders for further processing.
Risk Management & Internal Controls
- Ensure the application of finance policies, processes, and procedures.
- Monitor budgets regularly and advise relevant staff on budgetary matters.
- Work closely with NS and ensure that all local procurement follow the IFRC procurement rules and regulations and that supporting documents are in compliance with IFRC procedures (CoC, CBA, Quotations, Approvals, etc.).
Financial Reporting
- Prepare ad hoc financial reports.
- Work closely with the National Societies (NS) to ensure thorough review and correct booking of working advances from National Societies into the financial systems on a monthly basis. Ensure all the expenditure is incurred in full compliance with the project funding agreement, Federation Financial and Procurement Procedures.
- Support programme and year-end audits: compile and consolidate documents sampled by the auditors for review by the Finance Coordinator before these are submitted to the auditors.
Treasury Management
- Support the preparation and submission of accurate and timely cash forecasts.
Communications
- Maintain regular and proactive dialogue with internal and external stakeholders with regards to relevant financial management matters
Education
- Bachelor’s degree in Finance or any other relevant fields
- Full professional accountancy qualification (CPA, ACCA, ACA or equivalent and knowledge of accounting soft wares) - is preferred
Experience
- 3 years’ experience in finance, accounting, and audit and risks management
- Previous experience working for the Federation and/or National Society or a comparable international organisation. (preferred)
- Practical knowledge of computers (Windows, spreadsheets, word processing, e-mail, Accounting and Financial software)

Comments
This is a national staff position open to Hungarian nationals and others who are legally eligible to work in Hungary. Candidates must be able to provide proof of their eligibility to work in Hungary.
