Finance Officer
introductionWorking with the Government of Nepal’s Koshi Province (GoKP), the project Udaya – Investment and Innovation for Economic Development seeks to enhance the framework conditions for SMEs in Koshi Province. It directly support enterprises’ access to pertinent business development services (BDS) in areas such as business and financial management, accounting or marketing, and to provide interested SMEs with vouchers to avail of loan application. Further, as existing service offered by BDS providers and banks in Koshi Province are not geared towards SMEs, the project will support the GoKP in establishing a technical assistance facility for improving BDS offers and strengthening SME-lending. Similarly, as banks are reluctant to lend to SMEs (owing to the allegedly high probability of loan default), the project will support the GoKP in establishing a risk-reduction mechanism for selected banks and financial institutions, possibly in the form of a guarantee fund. Finally, the project will support the GoKP in establishing an easy-to-use and interactive digital information portal, which will act as a repository of all business-relevant information for SMEs
DurationUdaya is planned in three phases for an overall period of 10 years. Currently, DAI is in the first phase of Udaya from 1st December 2023 to 30th November 2026. The Finance officer is initially required from 1st December 2023 until 30th November 2026 at 50% with the possibility of extension as the programme progresses.
key tasks and responsibilities• Oversee the Financial Management of the project including proper fund management and timely monitoring of
expenditure, timely payment of statutory payments etc;
• Ensure proper internal control system;
• Prepare financial report for submission to the SDC;
• Assume a vital role in the procurement committee to carry out procurement evaluation for the project;
• Ensure that the disbursement is requested as per the schedule from the SDC, as well as GoKP;
• Ensure that the project funds are reflected in LMBIS and PLMBIS;
• Support planning and budgeting project components;
• Conduct regular field visits and preparation of progress and other required reports;
• Support the Team Leader and other teams in preparing the relevant documents for the project such as annual
reports, yearly plan of operation, outcome monitoring summary etc.;
• Ensure the project audit is executed well on an annual basis
supervision and locationThe role will report on a regular basis to the Team Leader. Udaya is based out of Koshi province.
