About the Project

On request from Department of Women and Child Development (DWCD), Government of Rajasthan (GoR), Children’s Investment Fund Foundation (CIFF), UK proposes to help state to set up an innovative financing mechanism for generating additional resources to finance programs targeting women, girls, and children in the state. The main objective of the support is to help DWCD to mobilize additional resources for maternal and child nutrition, including for adolescents. The programme, titled ‘RajKosh’ – first of its kind in India, will help GoR raise additional resources from public and private sources (Corporate Social Responsibility (CSR) Foundations, high net worth individuals (HNIs), business houses, private sector organizations, donors and philanthropic institutions) for development of women, girls, and children including for nutrition.

This support provided as technical assistance through IPE Global will help DWCD to set-up a Special Purpose Vehicle (SPV) to mobilize and manage the funds. Through this initiative, GoR will be able to demonstrate how states in India can develop innovative financing mechanisms to raise funds; how private and public sector players could collaborate to mobilise resources to achieve outcomes

JOB DESCRIPTION

Key Responsibilities

IPE Global invites applications from eligible candidates for the position of Task lead (Consultant) - ‘Legal and regulatory expert’ who will lead on the work-stream related to designing & operationalizing of proposed SPV. S/he will provide overall ownership and delivery for preparation of financial management guidelines for the proposed SPV. S/he will work closely with Team leader in ensuring following (but not limited to) tasks:

  • Prepare and document the financial, accounting, and administrative guidelines of the proposed SPV in line with the General Financial Rules (GFR), Ministry of Finance, Govt. of India and General Financial & Accounts Rules, of Rajasthan (GoR).
  • Evaluate and recommend necessary and essential financial requirements for the proposed SPV to obtain tax related exemptions from/to donors (primarily Section 80G, 12A and 35 AC and FCRA) are laid down. The requirement needs to be subsequently duly approved by the competent authority from GoR. S/he will also need to coordinate with various departments of GoR including Deptt of Law and Deptt of Finance for necessary paperwork/documents required to obtain the approval for the financial guidelines drafted for the SPV.
  • Prepare detailed annual financial budget for the proposed SPV for first year of its operation covering various heads as per its design and objectives.
  • Work closely with Senior Analyst in team to identify and prepare detailed financials of project profiles (Investment business case) for each of the identified shelf of projects (at least five innovative projects) which could be marketed to private sectors to raise funds.

As job descriptions cannot be exhaustive, Financial Expert – RajKosh may be required to undertake other duties as determined by the Client and Government of Rajasthan that are broadly in line with the above key responsibilities.

QUALIFICATION AND EXPERIENCE

Essential

  • Post Graduate in Management/Chartered Accountant/Degree in Law/Finance discipline with strong experience in drafting rules and guidelines of Special Purpose Vehicle (SPV) in India (preferably Rajasthan), government relationships, and donor-led projects
  • Must be acquainted with drafting of Financial rules and regulations of SPV/quasi Govt. bodies/ PPP institutions in India (preferably Rajasthan)
  • Resourceful, networked and seasoned professional
  • Prior experience of writing financial guidelines of SPV - Demonstrated experience in setting and finalizing the financial contours of SPV in India /Abroad
  • Computer proficiency with high level of familiarity with data base management and commonly used packages like MS Word, Excel and Power Point, etc.

Desirable

  • Fluency and ability to draft/translate rules and regulations in Hindi
  • Proven track record of working with external partners, donor agencies, and governments; and
  • Prior experience of working on social development projects particularly women, children, and adolescent girls

CONTRACT TYPE AND PERIOD

This will be a input based contract of about 20 days spread over 3 months (Sept 25th to Dec 25th 2018) – it may be extended depending on the performance
