International Resources Group (IRG) * seeks a short term technical consultant to produce an independent technical assessment of the status of the Financial Management Information System (FMIS) under USAID. The assessment will be limited to an analysis of the technical efficacy, cost and sufficiency of the software package provided for FMIS by FreeBalance. The details and scope of the report may be further developed and adjusted as needed.
Responsibilities: * The contractor shall travel to Iraq for a period of not more than 3 weeks preceded by a meeting with the IMF in Amman Jordan. As practicable, meetings with relevant Ministry of Finance officials, US Treasury Department officials and previous consultants will be conducted in Iraq. Upon returning to the US, the contractor shall provide to USAID a paper which will, at a minimum, cover the sections listed below. All sections of the report shall, where practicable offer comparative analysis of other commonly used software packages.
• FreeBalance software o Cost of acquisition and maintenance o Suitability for the task envisioned o Adaptability to the changes in task experience to date o Adaptability to potential or anticipated tasks o Adaptability to new accounting systems and procedures • Current functionality o Data entry o Data processing and analysis • Report generation o Efficacy, accuracy and ease of use o Adaptability of reports o Suitability of possible report configurations and types • Constraints to normal system integration methodology o Efficacy of system integration methodology employed
Qualifications: * • Must be sole US citizen to obtain security clearance. • Experience using FreeBalance and comparable accounting software packages • Understanding of accounting system integration, including budgetary tracking and management of expenditures • In depth knowledge of financial accounting methods and payment systems • Ten (10) years experience working with USAID and/or government accounting systems • Experience working in Iraq a plus • Certified Public Accountant a plus
