Job Description
**St Helena Government – South Atlantic Ocean**
St Helena, an Overseas Territory of the United Kingdom, is of volcanic origin and covers 47 sq. miles. It is located in the South Atlantic Ocean, approximately 4,000 miles from the UK, 1,200 miles west of the cost of Angola and 1,700 miles from Cape Town, South Africa. The island’s population is around 4,000, about one fifth of whom live in the capital, Jamestown. Although St Helena is a small isolated island community, it is a place of unique character and unspoilt beauty with a rich and fascinating past. This almost crime free island is sub-tropical and has an equable climate of warm, sunny summers and mild winters. English is the spoken language.
St Helena is an internally self-governing Overseas Territory. This provides for Government through a Governor (who is appointed by the Crown) an Executive Council (ExCo), which has the general control and direction of Government, and a Legislative Council (LegCo). The Governor retains responsibility for internal security (including police), external affairs, defence, the public service, finance and shipping.
**Financial Secretary
£49,189 – £62,728 (St Helena Taxable)**
The Financial Secretary is the most senior financial officer of the Government and has statutory and policy responsibility for key financial and fiscal management issues, including accounting systems and controls. The Financial Secretary is involved at the heart of corporate issues not least as an ex-officio member of Executive and Legislative Councils.
A CCAB qualified accountant – preferably CIPFA – you will have a degree in Economics and Public Administration, or Accounting, and post-qualifying experience including managing public sector change. You will have strong communication skills the ability to work effectively in multidisciplinary teams and proven mentoring skills.
This is a three year fixed term contract.
