Job Description

POSITION MANDATE

Resonance seeks a Financial Transaction Advisor (FTA) to support an anticipated investment facilitation platform that aims to increase various types of investment (angel, VC, etc.) in sectors with high growth potential. The FTA is expected to play a lead role in managing the activities related to investment mobilization and provide expert advice in his/her technical area.

This is a full-time position based in Armenia, reporting to the Chief of Party.

OUTCOMES / ESSENTIAL FUNCTIONS

  • Develop and implement an investment mobilization platform (IMP) to catalyze and attract investment flows and unlock the potential of high impact sectors through catalyzing investments in tourism, agriculture, and high-tech.
  • Identify small and medium enterprises (SME) investment attraction and capacity needs in close collaboration with local partners and Sector Leads.
  • Contribute to work by consultants and/or subcontracts that will address key constraints and stimulate firm level/sectoral growth, and investment transactions.
  • Lead an investment landscape analysis to generate a pipeline of investment deals
  • Participate in the identification and engagement of a broad array of finance providers interested in opportunities in the target sectors and collaborate with them in the development of new financial products to better meet market needs.
  • Lead the incentivization of finance providers to extend capital in support of catalytic sectoral investments to businesses in the target sectors by leveraging USAID-provided funding.
  • Increase coordination and innovation among partners and stakeholders for effective producer and SME finance products and services are developed and delivered.
  • Develop innovative and appropriate financial structures for complex transactions; participate in due diligence missions and provide technical support in negotiations with project developers, sponsors, and financiers to facilitate the financial closing of transactions and implement projects; participate in specific transaction meetings with external technical advisors, consultants, and lawyers.
  • Support the design and provide guidance on the execution of strategic partnership activities to assist SMEs to generate new sales and private investment. In this role the FTA can work closely with producers and buyers (particularly in agriculture) as well as domestic and international investors to achieve this.
  • Support targeted capacity building of investment promotion process and materials with prospective investees in collaboration with local partners and business advisory services providers (BASPs).

REQUIRED EDUCATION & EXPERIENCE

  • Master’s degree or higher in international development, business administration, development economics, or other relevant area.
  • 12+ years of management experience in complex, integrated, and innovative donor-funded development projects focusing on value chain/private sector development/competitiveness.
  • 5+ years of proven experience in ¬improving institutional and human capacity in key government partners to deliver effective economic stewardship, enhancing economic resilience through better export competitiveness and demonstrated experience of successful performance in at least one of the following technical areas, agriculture, tourism, high-tech, innovative finance and/or private sector engagement.
  • Work experience with government(s) in building resilient economic governance systems in developing or transition countries.
  • Demonstrated ability to manage for success in multi-component projects with multifunctional teams and international consultants. and exceptional experience leading international donor-supported programs of similar size and complexity.
  • Experience working independently to meet deadlines and quality expectations, as well as a member of a larger team for multi-component assignments.
  • Strong communication, writing, and interpersonal skills, and experience working with multidisciplinary teams.
  • Excellent written and oral communication skills in English.

PREFERRED EDUCATION & EXPERIENCE

  • Proficiency in Armenian is preferred
  • Experience leading USAID-funded activities is preferred

TRAVEL EXPECTATIONS

The employee must be able to travel domestically and/or internationally and up to 30% for work assignments.

WORK AUTHORIZATION/SECURITY CLEARANCE

Work authorization in Armenia is required.

WORK ENVIRONMENT AND PHYSICAL DEMANDS

This position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets.

As a part of the responsibilities for this job, the employee is required to communicate, detect, converse with, discern, convey, express oneself, and exchange information orally and in writing with others. The employee must be able to remain in a stationary position, sitting at a desk for prolonged periods, move or traverse inside the office and facilities; operate, activate, use, prepare, inspect, place, detect, or position computers and other office equipment, such as a calculator, copy machine, furniture, and computer printer. The employee must be able to make substantial repetitive motions of the wrists, hands and fingers. The employee must be able to lift and move up to 15lbs at times.
