Consulting Services Fiscal Agent Health Services Joint Fund

Project Description:
The Health Services Joint Fund (HSJF) was established by the Government of Malawi and Development Partners and supports the implementation of Malawi’s Health System Strategic Plan. The HSJF shall coordinate Development Partners’ support to the health sector. The fund should be aligned with Government systems, while maintaining a parallel funds flow with strong fiduciary controls. The “Fiscal Agent” shall diligently oversee, discharge and perform all services necessary to achieve the optimum value for the monies expended by the Fund, while ensuring that all financial transactions are conducted in strict compliance with principles, rules and procedures set out for the HSJF.
In order to perform the Fiscal Agent Services GFA is currently looking for an experienced Fiscal Agent Team Leader.
Job Description:
The Fiscal Agent Team Leader shall guide the implementation of fiduciary controls to protect financial management activity from fraud, waste and abuse.
Specific responsibilities include:
- Responsible for the overall supervision, monitoring of compliance with the ToRs and quality control over the Fiscal Agent operational team.
- Responsible for recommending, implementing and maintaining fiduciary control processes.
- Submit reports as prescribed on the financial activities and the overall development of the project.
- Develop and implement procedures for financial management, accounting and reporting, including procedures for internal controls and systems of accountability.
- Development, implementation and supervision of guidelines and checklists for the management of the fund.
- As needed, transfer knowledge and skills (in form of on-the-job training and through the provision of training sessions) to fund recipients, project managers and project implementers on the financial management systems in order to ensure the establishment and operation of a proper, efficient, and transparent financial management system, which supports the implementation of projects funded by the donor.
- Assume other operational, functional, and contractual obligations and responsibilities as is customary in performing the duties of a fiscal agent.
Qualifications:
The expert should, at a minimum, possess the following qualifications, skills and professional experience:
Education and Training
- MBA in Finance; Master in Accounting, Auditing, Finance
- Certifications like ACCA (Certified Chartered Accountant or Certified Public Accountant, CA or CPA, CMA or similar)
- Education or Training in business, economics, finance, accounting, public administration, or related field
- Education or Training in the health sector would be an asset
General Working Experience
- Financial management professional (Finance Director, Controller or Manager or in a similar position responsible for accounting, budgeting, financial management and reporting) (15 years or more).
Specific Working Experience
- Proven knowledge in financial fund management
- Knowledge and experience in the area of public financial management, including budgeting.
- Proven record of engagement in the area of health sector administration.
- Experience and proficiency in the use of automated commitment, budgeting and accounting software applications (Knowledge of “Sun Systems” is an asset).
- Experience in Financial Capacity Development, ideally also at lower levels of government.
- Working experience with international donors or development agencies (Working experience with KfW is an asset)
- Working experience in southern Africa is required. Experience in Malawi is an asset.
