Job Description

International Business & Technical Consultants, Inc. (IBTCI), a US based international development consulting company established in 1987, has worked in over seventy countries and has implemented over one hundred projects. IBTCI has served governments, private sector companies and several donor agencies in practice areas of Accountancy and Financial Management; Procurement Services; Banking and Finance, Monitoring & Evaluation and Private Sector Development.

IBTCI is recruiting for the position of Fiscal Agent Manager and Key Professionals requiring in-country work for the projects funded by Millennium Challenge Corporation (MCC) worldwide. The consultants will provide professional services to assist in managing the Millennium Challenge Account programs in a transparent and fiscally sound manner involving grants envisioned for various projects. IBTCI provided similar services in Morocco and is currently providing services in Namibia.

Responsibilities:

  • Administer financial management of MCC Compact funds to implement the Program efficiently and effectively.
  • Assist in the preparation of any documents, budgets, plans, reports, requests or certifications and submit reports on the financial activities.
  • Assist MCA in developing a detailed financial plan for the Program on a rolling quarterly basis for the base year and establish a single chart of accounts and automated accounting system for the Program.
  • Assume the responsibilities in performing the duties of a fiscal agent, specifically of Cash Management, Financial Management System Accounting and Reconciliation, Approvals and Authorization of Payments, Disbursement, manage Tax exemption, reporting and audits.
  • Ensure that the accounting complies with and conforms to internationally accepted accounting principles; establish internal control mechanisms for reliability of financial reporting, compliance with laws/regulations.
  • Assist in developing and implementing a Fiscal Accountability Plan that includes processes to ensure that open, fair and competitive procedures are used in a transparent manner in the administration of grants or cooperative agreements and in the procurement of goods and services.
  • Assist in the preparation or execution of an Audit Plan and provide timely access for an audit to all information and records to assess, review, audit or evaluate the Program.
  • Protect the financial management activity from fraud, waste and abuse and respond promptly and fairly to complaints about the timeliness of payments.
  • Transfer knowledge and skills on the financial management systems to ensure the establishment and operation of a proper, efficient and transparent system.

Qualifications:

  • Significant experience of at least 10 years working as a financial management professional
  • Experience setting up automated financial management operations.
  • Proven leadership experience.
  • Education or training in finance, accounting or public administration.
  • Professional financial management qualification or specialized training.
  • Excellent communication skills and experience working with high level government officials.
  • Fluency in written and spoken English.
  • Experience working in similar countries. Experience working in Africa is an advantage.
  • Computer literate - Excel, Word and automated accounting packages
  • Knowledge and experience of contract and procurement procedures would be an advantage.
