Job Description

DevTech is implementing the United States Agency for International Development (USAID) funded Economic Growth Support Activity (EGSA). EGSA supports the government of Indonesia and other stakeholders with (i) evidence-based decision making, (ii) technical assistance to improve GOI capacity in public financial management and related governance, and (iii) capacity building to improve the business enabling environment for foreign and domestic enterprises.

The Fiscal Policy Expert will support Directorate General of Budget Ministry of Finance by developing economic model to measure the sensitivity of the state budget (APBN) posture to macroeconomic indicators, draw policy recommendations to strengthen DG Budget capacity in budget fiscal planning and policy, and provide capacity development to DG Budget fiscal planners to perform the analysis.

Responsibilities

Requirements:

  • Expert level of knowledge of fiscal reform and public expenditure management, econometric/sensitivity analysis, macro fiscal analysis in Indonesia
  • Experienced in conducting quantitative research on macro-fiscal analysis in Indonesia
  • Fluency in Bahasa Indonesia and English, both written and oral.
  • Experienced in training professionals, especially government officials.

Service Provided:

The Budget Fiscal Policy Expert will work closely with EGSA and DG Budget team to carry out the following tasks:

  • Participate in planning meeting with EGSA team, DG Budget team, and other stakeholders.
  • Develop sensitivity analysis model to simulate and measure the sensitivity of APBN posture to the changes in macroeconomic indicators
  • Present the model and recommendation to DG Budget
  • Develop materials and provide capacity building/ transfer knowledge through workshops to DG Budget
  • Prepare report which includes documentation on the development of economic model, required data, simulation, and the analysis on model development
  • Prepare monthly progress reports outlining activities conducted during the period and link to deliverables in the contract, meetings, output produced, and follow up plan for internal reporting purpose.
Qualifications
  • Advanced university degree in Economics, Econometrics, Public Finance, or Public Policy
  • At least 12 years’ experience in conducting quantitative research on public finance or macro-fiscal analysis for candidate with master’s degree, and 10 years for candidate with Ph.D. degree
  • Prior experience in developing fiscal policy analysis or macroeconomic modeling for MOF/GOI national agency is preferred.

Conduct an impact assessment / simulation using developed sensitivity analysis model to measure the impact of changes in basic assumption of macroeconomic indicators and forecast for the middle-long run to state revenue, expenditure and financing (fiscal posture).

1. Draft final report:

- Improvement on the interim report, taking into account input from stakeholders

- Policy recommendation on fiscal posture to support economic transformation

All deliverables must be prepared in USAID reporting format and must be acceptable by EGSA and USAID.

The Fiscal Policy expert will submit the invoice monthly along with the monthly progress report as attachments to the invoice. The invoice, output, and progress report will be reviewed and accepted by EGSA’s Public Financial Management (PFM) component lead.

The expert will provide services for up to 60 days of level of effort (LOE) from December 1 2021 – May 31, 2022.
