Health, Nutrition and Population (HNP) Global Practice
WBG is providing a fast and flexible response, including emergency financing, policy advice and technical assistance, to support developing countries in dealing with the spread of COVID-19. The initial phase is supporting countries to respond quickly to immediate needs (response and preparedness in affected countries and countries at risk, and private sector clients facing financing challenges) and improve pandemic prevention through stronger country health systems. In the initial phase, WBG is making available an amount of up to $12 billion in dedicated financing to be processed on a fast-track basis. This is complemented by policy advice and technical assistance derived from the Bank’s global expertise and country-level knowledge. IFC will also provide support through its existing trade facilities for critical goods, services and supplies in emerging markets affected by COVID-19. The WBG COVID-19 financial package is based on an assessment of needs, the country’s own plans and demand for WBG assistance. The Fast Track Covid Facility (FTCF) is broad-based and will provide emergency financing, policy advice, and technical assistance, building on existing instruments to support IDA and IBRD eligible countries in addressing the health related and broader development impacts of COVID-19.
The proposed first instance response will follow a cross-sectoral One Health approach within the framework of a Fast Track COVID-19 Response Program, allowing a rapid response to short-term needs. Depending on how the outbreak progresses and impact on economic activity unfolds there may be need for a second phase with a greater focus on support for economic and social disruption resulting from the spread of the virus.
Community Engagement and Risk Communication:
COVID-19 represents an unprecedented global emergency with numbers of cases continuing to soar, schools closing, and health services preoccupied with handling COVID-19 cases.
The community engagement component of the Global MPA would provide support to develop systems for community-based disease surveillance and multi-stakeholder engagement, including to address issues such as inclusion and healthcare workers safety, among other. This component would support rebuilding community and citizen trust that can be eroded during crises. This component would also include community-based animal disease surveillance and early warning networks. It would support the establishment at the community level of early warning systems to support a robust emergency reporting and feedback system against notifiable diseases.
Duties and Responsibilities:
The Health, Nutrition, and Population Global Practice (HHNDR) is seeking to hire a Program Coordinator/Focal Point for the Community and Multi-stakeholder Engagement with the Health, Nutrition and Population Global Practice. The position is based in HQ (Washington, DC). The main objective of the Community Engagement and Multi-stakeholder focal point is to support, provide both advice and assistance to catalyze and harmonize support from a range of stakeholders engaged in-country (civil society organizations, private sector, bilateral and multilateral financiers, technical partners, etc.) The Community Engagement and Multi-stakeholder Focal Point will support regional tasks teams to enhance the impact, reach and efficiency of emergency response operations through the integration and coordination of risk communication & community engagement activities and approaches in strong collaboration with partner organizations/institutions. This includes participatory approaches, feedback systems, risk communication and evidence-based advocacy.
The focus of the role will be to support community and multi-stakeholder engagement and ensure the inclusion of community participation and feedback in all phases of the COVID19 operations through mainstreaming different risk communication techniques and activities across the operations.
• Supports the development/adaptation and rolling out of risk communications and community engagement tools, methodologies, trainings and activities as a core component of epidemic preparedness and response trainings
• Supports in defining the plan and strategy to mainstream risk communication and community engagement effectively into covid19 preparedness and response plans and ensure strengthened engagement of and accountability to people and communities.
• Leads and coordinate the setting up/strengthening of appropriate feedback systems in line with established feedback standards in priority countries and rolling out of research to gain a deeper understanding of the community perceptions, beliefs, .
• Work with operation teams to ensure the most vulnerable groups have equal access to communication channels and feedback mechanisms and participate in decision making processes.
• Guides coordination efforts across the region and supports inter-agency coordination with a wide range of partners and stakeholders to ensure synergy, integration, coherence, and harmonization of community engagement actions, including the rolling out of technological solutions and innovative approaches
• Engages in dialogue with key stakeholders’ leadership to ensure community engagement issues and insights drive the health response.
• Supports evidence-based learning by assessing and monitoring levels of community engagement through supporting research, impact surveys, perception studies and case studies
• Community engagement platform: Work closely with partners to ensure that there is a functioning community engagement platform that serves to guide the community and multi-stakeholder engagements across the partners organizations/institutions.
Selection Criteria
• Master’s degree in Communications, Journalism, Political Science, International • Relations, Public Affairs, Marketing, Business/Finance with five or more years’ experience in corporate communications, international relations, public affairs, political science, or other related field, or equivalent combination of education and experience.
• State-of-the art knowledge in the field of strategic communications, and ability to address a range of issues, including taking the lead on highly visible and sensitive assignments.
• Demonstrated ability to devise and implement strategic communications plans and measure results.
• Highly developed verbal and written communications skills, ability to convey complex messages succinctly and diplomatically.
• Demonstrates an in-depth understanding of target audiences, highly effective writing style, and expertise in high-impact messaging to target audiences.
• Experience having developed and/or facilitated complex partnerships, including between NGOs, CSOs, private sector, multi-lateral institutions and governments; strong relationship builder with excellent interpersonal skills is essential for this position;
• Experience disseminating analytic information with multiple stakeholders and translating data in action and improvement in interventions and outcome;
• Ability to work effectively in situations of uncertainty and under time pressure
• Ability to innovate and work within and across WBG institutions on monitoring solutions for development
• Excellent written and oral communication skills in English;

Note: The selected candidate will be offered a one-year appointment, renewable for an additional one year, at the discretion of the World Bank Group, and subject to a lifetime maximum ET Appointment of two years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum. Former and current ET staff who have completed all or any portion of their second-year ET appointment are not eligible for future ET appointments.
