The incumbents will serve as expert advisors for the DRG Center and DEPP Team, providing technical leadership and expert advice on the planning and design of elections and political transition strategies and programs globally. Their duties could include serving as an Agreement Officer’s Technical Representative (AOTR) and/or Contracting Officer’s Technical Representative COTR for DRG Center technical awards, grants, and contracts that provide assistance to USAID field Missions.Additional duties include, but are not limited to, leading designs of new and innovative global and regionally-focused DRG Center managed awards, providing expert and specialized DEPP technical assistance and direct support to USAID field Missions, supporting the DRG Center in the management of the Congressionally-mandated Elections and Political Processes (EPP) Fund that provides rapid response to field Missions, providing virtual and in-person temporary duty assignments (TDY) support to USAID field Missions (overseas travel required), and other duties as assigned.

These positions are not eligible for remote telework, i.e. no duty stations outside the Washington D.C. Metro area. The duty station for each position will be the USAID HQ in the Ronald Reagan Building in Washington, DC. However, regularly scheduled telework days and/or situational telework schedules are allowed/possible.

DDI/DRG is seeking candidates with strong leadership, technical, and interpersonal skills as well as relevant regional experience in one or more regions (i.e. Africa, Asia, Middle East, Latin America and the Caribbean, and Europe and Eurasia).

Qualifications:

  • Must be a U.S. citizen.
  • Must be able to obtain and maintain a Top Secret-level security clearance.
  • A degree in a relevant DRG area of study plus relevant work experience in elections and political processes is highly desired and
  • One year of specialized experience equivalent to the next lower grade level of this position, FSL-03 (GS-13 equivalent) is required.
  • Experience working collaboratively and communicating effectively with assistance providers (such as USAID or other donors) and local and international organizations preferred.
  • Expert knowledge of democracy, human rights, and governance assistance programming and approaches in developing country contexts.
  • Demonstrated strong writing, organizational, and interpersonal skills.
  • A proficiency in any foriegn language (beyond English) preferred.
  • Must be able to travel internationally, once COVID-19 related travel protocols permit.

About the Organization

The Center for Democracy, Human Rights and Governance (DRG Center), within USAID’s Bureau for Development, Democracy and Innovation (DDI), provides technical advice and support to USAID missions implementing programs in democracy, human rights, and governance (DRG); generates and disseminates knowledge to build the DRG evidence base; and elevates the role of DRG in key USAID, U.S. Government, and multilateral strategies. The DRG Center also integrates DRG into other sectoral programming.

Both positions will serve on the DRG Center’s Democratic Elections and Political Processes (DEPP) Team, and report to the DEPP GS-15 Supervisory Team Lead. The DEPP Team provides technical leadership, training, and support to USAID field Missions and regional bureaus engaged in programs designed to build more transparent and accountable political and electoral institutions. The team also oversees DRG Center managed contracts and grants that provide technical assistance globally to USAID field Missions and regional bureaus. DEPP devotes a majority of its human resources to supporting USAID Missions and regional bureaus with the design, implementation, and evaluation of elections, political transitions, and political processes programs. DEPP is also responsible for ensuring that cutting-edge research, program design, and implementation fosters best practices, lessons learned, and improved policies in DEPP programming around the world.
